Brought a majority of the organization back in-house and rebuilt the technical infrastructure. Established a Project Management Office to control the projects and optimize the work. Documented all systems, established policies, procedures, practices for the operations and support of all systems using the ITIL framework as a guideline. Replaced the outsource staff of 70 with a combined staff of 130 for same budget. Brought all County system into licensing compliance and established a technology refresh program. Implemented virtual technology to extend the life of the data center and enable the rapid growth. Institutionalized Service Level Agreements to govern service delivery to the users.
