About Randall Robillard

WHY: To inspire others to exceed their own expectations.Gallup Strengths: Harmony / Woo / Adaptability / Communication / PositivityWhen I joined the Navy I knew that I wanted to do something that not just anyone could sign up to do. I needed a challenge that provided me the opportunity to work with like-minded people so I became a Deep Sea Diver where I had to physically push myself like I had never done in my life. As a Navy Deep Sea Diver, I discovered that I truly thrived in challenging, high-stress work environments, as a result the opportunity to go to Explosive Ordnance Disposal (EOD) school came about . At EOD school, I quickly learned why the attrition rate was near 80% and again, I rose to the challenge and completed one of the most difficult courses in the Navy. To do EOD work epitomizes being able to work under pressure. That pressure can come from needing to dive in frigid waters to depths up to 300'. It could come from having to jump out of an airplane at 25,000 feet under the cover of darkness. It could mean hiking though jungles of a decades old combat zone, rappelling from a helicopter or even driving an emergency response truck; which is just the pressure that I work under to get to the "problem". Although there is typically one person working on the "problem" that could be the difference between initial success and total failure, it is the EOD Team that made it possible to even be there in the first place. The strength of the team and the intelligence of each individual could mean the difference between injury to personnel and property or life or death. I excel leading teams and training individuals to succeed. I have a strong work ethic developed through more than a dozen deployments, many in combat zones and a long career career in Special Operations. I live a life of service bound together with integrity and credibility. These are the characteristics that guide who I am and I protect them with everything that I am. Because of this I am trusted, and relied upon to get the job done!

Director Of Training

Guam

As the EODMU 5 Training Department Master Chief I supervised four divisions (Armory, Dive Locker, Air Operations and Training) totaling 29 personnel responsible for all high risk training for 11 EOD Platoons and two shore based EOD Detachments. I evaluated and certified Platoons for major combat operations and individual team members as Emergency Response Leaders.I planned and executed a multinational EOD training exchange that included USA, Canada, New Zealand and Australian EOD teams. This two-week event culminated in a four-day field training scenario that enabled Five Eyes (FVEY) partners to cross train and operate side by side to defeat basic to advanced IED scenarios. This was the first ever FVEY exchange and will become an annual event with a British EOD team planning on attending in 2020.I was the primary liaison and training coordinator between joint forces in the Pacific region and EODMU 5. I coordinated a five day EOD exchange between USMC 3BN EOD Team and EODMU 5 training cell that provided up to date scenarios preparing them for deployment. Additionally conducted a lessons learned and key leader/first responder brief that provided the unit to conduct more thorough threat assessment and initial actions in the event a suspected IED was encountered. I managed a travel budget of $500K for 29 personnel coordinating multiple training courses for personnel while in CONUS maximizing efficiency of travel funds by minimizing back and forth travel ultimately saving more than $50K. I coordinated 12 Master EOD Technician qualification boards. This career milestone encompasses five in-depth EOD scenarios that candidates hypothetically execute as acting EOD team leaders. As chairman I ensured the scenarios were relevant and executable and that the outcomes were tactically proficient and technically sound. The result was the qualification of four Master EOD Technicians, the highest qualification available for an EOD Technician.

I resolved manning, recognition, personnel and policy issues on a daily basis while effectively accomplishing seven 7th Fleet EOD exercises, and eight deployments in support of 7th Fleet, Special Operations Command Pacific (SOCPAC) and Special Operations Command Korea (SOCKOR). I was the senior enlisted liaison between one Echelon 5 (EOD Group One) and four Echelon 4 (EODMU 1, EODMU 3, EODMU 11 and EOD Training and Evaluation Unit One) commands. I planned and executed three multinational exercises with partner forces to include Republic of Korea EOD, Japanese Maritime Self Defense Force, and Thailand EOD teams. The result of these events was increased interoperability between partners as well as an exchange of successful tactics, techniques and procedures within the different areas of operation with our allies.Managed the positional manning of 120 enlisted personnel for 11 platoons and staff positions, while balancing career milestones and operational requirements. As the Course Manager for the EOD Diver "A" School course at Naval Diving and Salvage Training Center I supervised the safe execution of 2700 hours of incident-free, high risk military diving training with a cadre of two training teams totaling 12 instructors. I conducted eight classes per year encompassing forty training days per class with an annual throughput of 280 officer, enlisted and partner nation students. I identified a deficiency in EOD force dive training and developed a plan to teach the operation and maintenance of another underwater breathing apparatus that will save the force more than $300K annually.I was responsible for the continuous review and optimization of a demanding curriculum in order to meet evolving fleet requirements. I conducted annual maintenance, in water proficiency problems, and test question validations ensuring students were tested on relevant information and were able to meet the demanding diving mission requirements.I led the proceedings during a Special Operations Command conference covering the integration of women into the Navy SEAL, Basic Underwater Demolitions School (BUDS) and other military combat diver courses.
