Responsible for business development activities at WellPoint, State Sponsored Business. WellPoint's State Sponsored Business is one of the nation's largest Medicaid managed care organization, serving nearly two million members enrolled in Medicaid, State Children's Health Insurance Programs, and other publicly funded health care programs for low income and/or high medical risk individuals.

Manage proposal department staff and proposal development activity in support of State Sponsored Business division’s goals for profitability and growth. Proposal Management responsibilities include but are not limited to:• Responsible for building a proposal development department from an original staff of only two proposal writers. The proposal department now consists of four proposal writers, a proposal coordinator, proposal editor, proposal graphic artist, database administrator/librarian, cartographer, and a project manager.• Established and documented proposal development processes and procedures to support proposal activity, resources, and timelines. Developed communication protocols and approval processes when working with subject matter experts, consultants and others.

• Preparation of Request for Proposal (RFP) responses in either a Proposal or Statement of Work (SOW) format in support of solicited and unsolicited RFP’s and RFI’s.• Documented current Help Desk processes and procedures within the City and County of San Francisco’s Department of Telecommunications and Information Technology Services (DTIS). Provided “Best Practice” recommendations and workflow processes, which were included during the implementation of Peregrine’s ServiceCenter, AssetCenter, and TeleCenter applications. Created a Test Plan document, which was also used during this implementation.• Preparation of technical documentation in support of Project Managers, Program Managers, and Directors for a Fortune 500 Biotechnology Corporation. This documentation included workflow processes, and testing and training, which were used during the implementation of Peregrine’s ServiceCenter application.

• Prepared Request for Proposal (RFP) responses in a Proposal, Statement of Work (SOW), or Letter of Intent format for large, high profile opportunities.• Supported Service Account Managers and Sales Executives throughout the U.S. for each proposal opportunity from inception to completion. Additional support included sales letters, and other marketing documentation.• Provided liaison support with Contracts/Legal department personnel for each proposal or SOW document prepared.• Managed all aspects of proposal schedules/coordination including tracking all relative information within a database program for win/loss ratio, costing analysis.

• Wrote proposal responses to Request for Proposals (RFPs) in support of service sales goals for the company’s Western Region.• Supported Sales Executives at 8 branch offices within the Western Region (Denver, Arizona, California, Oregon, Washington and Alaska for large opportunity proposals.• Managed all aspects of proposal schedules/coordination including tracking all relative information within a database program for win/loss ratio, costing analysis.

• Wrote proposals in response to customer RFPs for technical manual writing services for both government and commercial contracts.• Wrote technical manuals covering commercial and military contracts.

• Preparation of proposals and quotations in response to government and commercial RFPs and RFQs.• Wrote technical manuals on various aircraft equipment for commercial ATA standards and various military/government standards.
