Mr. Raphael Hui is a seasoned professional with over 18 years of experience in advising external and internal clients on organisational transformation & change management, digital strategy and innovation collaboration. He has vast experience and played a pivotal role in the digital transformation of the largest public healthcare organizations in Hong Kong, and the facilitation of health IT international ecosystem collaboration. Raphael is currently Change and Adoption Lead of the eHealth New South Wales (eHealth NSW), leading technology-driven people transformation for various state-wide strategic digital health initiatives, including the Single Digital Patient Record (SDPR) Program. Prior to that, Raphael was the inaugural Head of the Institute of Health Information Technology (IHIT), Hospital Authority Hong Kong (HAHK). He has made exceptional contributions to the formation of the 5-year digital strategy of the HAHK, outlining HA’s pursuit of Big Data, AI, Mobile, Internet-of-Things (IoT) and Cloud. He also orchestrated the multi-year transformation of people, process and technology of the IT department of HAHK, which was one of the largest IT house in the territory. Raphael also played a key role in architecting the design and operating model of the HA Data Collaboration Laboratory (HADCL), the first of its kind in Hong Kong, which enabled health data collaboration with global academia and facilitated health data research. With his extensive international exposure and network, he also championed healthcare ICT innovation collaboration with international ecosystem partners. Most notably, he facilitated a partnership with the Shared Service of the Portuguese Ministry of Health (Serviços Partilhados do Ministério da Saúde, SPMS) in 2019 for professional exchange and collaboration. Prior to his role in HAHK, Raphael served as a Senior Consultant in the IBM Global Business Services. Being a high performing strategist and change management expert, he made significant contributions to global clients’ digital and organisational transformation. Raphael is the author of the book "When Digital Done Right: Leading Digital Transformation in the Public Sector". He is a certified Project Management Professional (PMP). He is also a Fellow of the Australasian Institute of Digital Health (AIDH). He holds a Master degree in Health Services Management (with Valedictorian honour) from the Chinese University of Hong Kong, as well as dual Bachelor degrees in Software Engineering and Information Systems from the University of Hong Kong.
