Served as executive strategic level planner leading the implementation of various transformative policy initiatives for the Joint Force Headquarters staff increasing its efficiency. Manages Guard preparedness and support to the District of Columbia’s Emergency Response Plan to include: the District of Columbia National Guard (DCNG) Rapid Reaction Force, counterdrug operations, and Civil Support Teams. Oversees and directs all staff functions and coordination with outside agencies by providing strategic guidance that resulted in the DC National Guard’s accomplishment of all assigned missions to include the 57th Presidential Inauguration. Implemented needed improvements in staff functions to include automation of vital processes to maximize efficiencies. Directs the development of the first DCNG unit to combat cyber terrorism.

Headquarters, North American Aerospace Defense Command/United States Northern

Served as Subject Matter Expert filling a critical knowledge gap by providing expertise to the US Northern Command J36 future and domestic operations staff regarding the uniqueness of the National Guard Defense Support to Civil Authority operations within the District of Columbia. Recognized for performance excellence as the US Northern Command lead Observer/Controller/Trainer during Vibrant Response for training year 2013, for support to the annual Chemical Biological Radiological Nuclear (CBRN) enterprise-level certification exercise.

Joint Force Headquarters District Of Columbia Army National Guard

Provided leadership, command and control of a multi-functional Brigade with over 825 Soldiers. Provided strategic direction and guidance that formed the foundation of effective training plans for all units assigned to the Brigade in support of District of Columbia for Homeland Defense and combat missions. Planned, coordinated and led exercise events which ensured an integrated response between the National Guard, Federal, and District emergency responders to any contingency mission ultimately leading to high visibility missions including: multiple snow storms of 2010, Presidential Nuclear Security Summit of same year. Supervised logistical support to Brigade operations to include troop movement, food service, and maintenance and readiness rates of all equipment assigned to multi-functional Brigade.

Joint Force Headquarters District Of Columbia National Guard

Principal advisor to Commanding General, District of Columbia National Guard (DCNG) for training and readiness of all DC Army Guard units. Coordinated extensively with the National Guard Bureau and sponsoring commands within the European theater to provide military personnel for overseas training and medical readiness support. Lead planner for DCNG during numerous highly visible Defense Support to Civilian Authorities events to include 56th Presidential Inauguration; Papal visit to Washington DC; and weather related emergencies. As member of the Executive Steering Committee, worked closely with strategic partners such as the District of Columbia Homeland Security Emergency Management Agency, United States Park Police, and United States Secret Service in preparation for all National Special Security Events. Developed critical Outreach plans that fostered vital relationships with key members within the Department of Defense, National Guard Bureau, and District of Columbia. Directed the development of the District of Columbia National Guard’s Continuity of Operations Plan.

As Senior Guard Advisor to Multi-National Corps Iraq traveled extensively to assist staff principals and subordinate commands regarding ARNG policies pertaining to planning, mobilization, demobilization, operations, training, and personnel matters within wartime area of operations. De-conflicted issues through routine communication and reach back. Performed day-to-day operational requirements to include: planning and executing the Joint Monthly Access for Reserve Component (JMARQ) program; providing monthly updates on Army and Air National Guard unit dispositions throughout Iraq; and providing administrative supervision to the Coalition Forces Land Component Command (CFLCC) Logistics Officer and the National Coordinating Officer (NCO) regarding disposition of stay behind and theater provided equipment.
