Used a $20 million budget to employ 150 people in six offices, and to fund a variety of child welfare services via subcontracts with a network of community providers. Achieved numerous improvements in the child welfare system, including a decrease in the number of children in the system from 2,100 to 1,600, a 25% annual increase in the number of children adopted, a 25% annual increase in the number of foster homes, and a reduction in turnover of case workers from 35% to 8%.

Performed executive director functions for a $14 million statewide non-profit provider of foster care and in-home behavioral health services for children. Directed operations of twenty offices serving forty-four counties and 2,000 clients with 275 employees. Led turnaround to profitability, reducing financial loss by an average of $90,000 per month. Consolidated offices and reorganized supervisory/staff structure to improve service delivery to stakeholders and clients. Improved treatment planning, service documentation and utilization management as measured by an independent managed care organization.

Directed the accounting, human resources, client admission, payroll, billing, purchasing, budgeting, insurance and facility management functions of a $40 million non-profit provider of services for children. Decreased annual operating expenses by over $1 million by developing internal controls, policies and budgets, re-negotiating utility costs, joining a purchasing association, and reducing staff requirements. Computerized several routine functions, including billing, staffing and bank reconciliations, which resulted in a significant decrease in the amount of time required to complete these functions.
