Instructor for the graduate-level Leadership & Management in the Intelligence Community course. This course is required for all students pursuing a master’s degree from the university and examines practices and theories of leadership and the dynamics of organizational management and change in order to identify “best practices” that can be applied to the unique challenges and missions of the intelligence community.

Provided strategic vision and leadership to a diverse workforce of 300+ victim service, intelligence, and investigative personnel stationed across the United States and led the FBI’s victim assistance response to crisis, mass casualty, terrorism, criminal, cyber, and hostage-taking events, both domestically and internationally. Responsible for engagement with the White House, Congress, intelligence community partners, law enforcement partners, private sector companies, non-profit organizations, media, and the public.➢ Partnered with the Office of Public Affairs to develop and execute a marketing campaign to raise awareness of the full breadth of critical services the FBI provides victims of crime, which resulted in enhanced funding, increased staffing, and more effective utilization of available services➢ Trusted executive representative for White House, Congressional, and media engagements ➢ Established the first intelligence component within the Division to ensure that the Division’s subject matters expertise is fully leveraged across the FBI and shared with the intelligence community including federal, state, local, international, public, and private sector partners ➢ Frequent keynote speaker at leadership and diversity and inclusion events for various government, public, and private sector entities ➢ At the request of the FBI Director, named the responsible executive for the FBI’s Executive Working Group on Sexual Harassment, Misconduct, and Workforce Integrity, charged with reviewing and enhancing all policies, procedures, communications, and education across the organization, resulting in stiffer penalties for misconduct, enhanced support for employees, and improved workforce communications and training to further promote a culture of accountability➢ Led a special project to evaluate the FBI’s science and technology programs and significantly enhance strategic intelligence production to inform policymakers, the intelligence community, and other partners

Led 700+ intelligence and investigative personnel and oversaw multiple operational budgets of tens of millions of dollars each. Oversaw criminal program intelligence (including fraud, cyber-crime, foreign influence), oversaw all intelligence communications to the White House, Congress, policymakers, intelligence community partners, private sector companies, and the public. Led crisis response efforts domestically and internationally, leveraging social media and open-source information analysis, and continuously utilized cutting edge technology for threat management and mitigation.➢ Modernized the FBI’s approach to criminal intelligence by establishing and championing a new strategic vision which increased strategic intelligence production and sharing by 177% within three quarters and resulted in increased funding and staffing ➢ Led a comprehensive Division reorganization, including the design and implementation of a new enterprise model, resulted in enhanced threat understanding, improved collaboration, and greater crisis response agility and efficiency - required cultural and organizational change, an extensive communication plan, and policy modifications➢ Experienced in providing Congressional testimony and briefings to the White House, Congress, Attorney General, private sector and the public➢ Division lead for the FBI’s big data, supply chain security, election crime, and foreign influence initiatives➢ Skillfully managed the FBI’s partnership with the heads of law enforcement and intelligence organizations in the UK, Australia, New Zealand, Canada, and other countries to ensure collaborative operations and threat mitigation efforts ➢ Detailed temporarily as Washington Field Office Intelligence Division Head, oversaw 550 employees engaged in intelligence analysis, intelligence collection, language analysis, and physical surveillance; increased staffing by 25% within four months and realigned two programs resulting in greater efficiency

One of only eight Inspectors, led inspection teams of 120+ investigative, intelligence, and administrative personnel in enforcing professional standards, compliance, and risk governance across the FBI by conducting inspections and audits of field offices, international offices, HQ divisions, and Agent-involved shootings. Led 200+ intelligence and investigative personnel protecting the U.S. against critical infrastructure compromise, theft of trade secrets/economic espionage, and foreign influence. Championed private sector partner outreach and communication to ensure collaborative working relationships, in addition to overseeing intelligence communications to the White House, Congress, and other partners.➢ Led a collaborative effort to develop the FBI’s first comprehensive strategy against a top-threat country and successfully executed a corporate communication plan for its implementation ➢ Developed a new methodology and process for information collection globally; process was deemed a best practice and continues to be utilized across the enterprise

Provided strategic leadership to 200+ personnel working all national security and criminal programs, to include cyber. Developed strategic threat plans, collaborative action plans, and led a large workforce through execution. Oversaw teams during crisis response efforts and served as on scene team leader for special events. Conducted extensive relationship management with federal, state, local agencies and private sector companies. ➢ Led the restructuring of the Miami field office and established a second Intelligence Branch➢ Continuously adopted and provided training on new methods for social media and open source intelligence exploitation and analysis which greatly enhanced case resolution and threat disruption capabilities

Held a variety of diverse and challenging assignments across national security and criminal programs, to include establishing multi-agency task forces and developing multiple undercover operations. Conducted extensive relationship development and management as head of outreach to private sector companies and academic institutions, focused on economic espionage, counterintelligence, insider threats, and international travel risks.➢ Planned, organized, and executed the FBI’s first national Export Control Conference for academic institutions, raised threat landscape awareness and provided prevention training➢ Served on SWAT team from 2009 to 2011; pre-mission planning and briefings and on-scene tactical support

Consulted on psychological evaluations for hard to solve cases; behavioral science course instructor for the FBI’s National Academy. Led a project examining the impact of traumatic events on law enforcement personnel and examining best practices for ensuring suitability for continued service.
