    Responsible for proactively developing and implementingpolicies, programs and procedures directly and indirectly related to Employee Relations.Advises and makes recommendations to management regarding issues related to progressivediscipline policy and procedures. Reviews and recommends approval for disciplinary actions.Develops and interprets personnel policies consistent with the direction provided by the HumanResources Director. Ensures that the Employee Handbook and the Collective BargainingAgreements reflect current policy. Advises and counsels managers and supervisors regarding jobperformance and behavioral issues concerning their employees. Recommends appropriatecourses of action. Works with managers and supervisors to document performance and/ordisciplinary issues. Conducts training classes for management specifically related to progressivediscipline and involuntary separations, as well as other Human Resources related training.Conducts investigations regarding alleged wrong doing. Conducts other investigations asdirected by the Director of Human Resources and/or the Employee Relations Manager. Reviewsand approves all recommendations for involuntary terminations consistent with county policiesand procedures. Coordinates appeal hearings (e.g. Unemployment Insurance Benefits andEmployee Pre-disciplinary) and ensures that hearings are conducted according to direction andstandards established by County policy and the County Attorney’s office. Attends legal hearings(e.g. Negotiation, Grievance, Worker’s Compensation, Unemployment, etc.) for the purpose ofproviding testimony and monitoring proceedings.Responds to inquiries from employees and/or management for the purpose of resolving issues,facilitating communication among parties, and/or providing information or direction. Assists inrecruitment, as necessary.Conducts exit interviews for employees separating employment from the Board of County
