Utility Services Supervisor - Treatment is accountable for the safe and efficient operation and maintenance of the Kamloops Centre for Water Quality (KCWQ) and Kamloops Sewage Treatment Centre (KSTC), Bio-solids processing, and Spray effluent irrigation system of 20,000 Mega Litres/Year.KCWQ is a 160 Mega Litre GE Ultra filtration Membrane treatment process and KSTC is a 55 Mega litre Biological Nutrient Removal treatment process and both are classified through the Environmental Operators Certification Program as Level IV Treatment Facilities and are some of the more complex in British Columbia.Supervision of 13 technically specialized staff including Chief Operators, Water/Wastewater Operators, Treatment Plant Process Operators and Laboratory Technician who monitor and operate the systems 24 hours a day, 7 days a week.The specific objective of this position is to achieve continuity of service in a safe and efficient manner with preventative maintenance programs and by continuous monitoring of the facilities. Work closely with the Ministry of Environment and Regional Health Authority in meeting all applicable provincial acts, regulation, guidelines and best practices placing stringent technical requirements for water and wastewater treatment and disposal.Prepare and control annual Operating Budget of approximately $6.0 M and an ongoing capital budget of approximately $500K to $1.0M. Provide information as to the future requirements of the Water and Wastewater Treatment Systems. Deal with other utilities, contractors, consultants, and the public in the technical aspects of the utility treatment systems and work closely with the Development and Engineering Services Department and Public Works and Utilities Department on associated projects. The supervisor ensures that they are aware of technological changes and that the necessary material and equipment are available when required.

I currently provide both, direct Health Protection service delivery and program input on the development of guidelines, policies and direction for Interior Health’s drinking water program for large drinking water systems. I have direct interaction with municipal and regional governments and their directors or managers of water utilities by providing support, direction and interpretation of drinking water legislation, policies and standards to achieve compliance by applying the drinking water multi-barrier approach. In addition, identifying drinking water risks and conducting health risk assessments in regards to drinking water quality and providing assistance or lead in investigations for waterborne disease outbreaks, or other threats of contamination to drinking water. This is in collaboration with other health protection staff and external stakeholders with emphasis on uniform interpretation and consistent application of discretionary decision making.
