This Training Manager- Approves, evaluates and manages all Centerra Los Alamos Training and is responsible and accountable for all the CLA Protective Force, management, and administrative and support staff training. The Training Manager ensures all employees are provided CLA Training, LANL Training, NTC Training, and vendor training necessary to ensure they have the knowledge and skills necessary to perform the CLA Mission at Los Alamos National Laboratory. These programs are essential to provide training, qualification, development, and certification of Security Officers, Security Police Officers, the Special Response Team, Supervisors, Central Alarm Station Operators, and management and support staff. The Training Manager is charged with organization-wide oversight of professional development programs devised to enhance training development processes, technical and qualitative development of instruction and materials, professional skill development for all employees, and coordination of training scheduling activities and training program requirements with all departments of CLA. The Training Manager is CLA representative and voting member on the ADSS-Division Safeguards and Security Training Council, the LANL Facility Manager’s Training Council, and the DOE Office of Safeguards and Security Training Manager’s Quality Panel.

The Labor Relations Manager- Oversees and manages Labor and Employee Relations activities. Administers and interprets the Collective Bargaining Agreement (CBA) for the company. Interfaces with labor representatives, attorneys, and other government agencies. Serves as an advisor to all levels of management on labor-related subjects. Prepares, coordinates and publishes all memorandums of understanding between the Company and the Union. Chairs the Labor/Management meetings and supervises the Union Business Agent. Conducts investigations to include any charges of harassment. Coordinates employee relations issues. Oversees and tracks all investigative reports.

SRT Training Major- Provides leadership and supervision of the Special Response Team (SRT) Training Team for the analysis, design, development, implementation, and evaluation of all types of special operations/counter-terrorist training as required by applicable DOE orders/directives and the Annual Training Management Plan. Other duties include researching and developing new tactics and techniques, evaluating new tactical equipment and prioritizing daily workflow. Leads and manages personnel in performance based training in a team based operation in both a field and an office environment. This position has direct responsibility for supervising high risk activities such as the operation of the Live Fire Shoot House. Plans and implements SRT training and selection programs. Ensures all SRT Training and documentation is complete and will pass audits and inspections requirements. Establishes and maintains good working relationships with the following parties on a daily basis: Division directors and managers, and other staff personnel as well as the appropriate LANL and LASO offices, Safeguard and Security personnel, DOE Office of Safeguards and Security, and local law enforcement agencies to exchange information and coordinate activities.

This position maintained operational status as an SRT Captain and when necessary serving operational needs. Specific duties include participating as an active member of the team, ensuring training is conducted to maintain proficiency in team skills and tactical response, developing contingency plans, supervising and control of team activities, keeping abreast of counter-terrorist tactics and techniques, and prioritizing daily workflow. This position is accountable for all aspects of field personnel management, including but not limited to, training, counseling, conducting investigations on unusual incidents, and assisting with the security and safety management of emergency incidents. This position is accountable for SRT training scheduling and activities of personnel of the Special Operations Department as well as other training requirements as assigned by the Director of Training or SRT Major. Maintained specialized training to perform the duties of Officer in Tactical Command, and On-the-Scene Commander for emergency situations.

This position is accountable for all aspects of SRT personnel management, including but not limited to, training, counseling, conducting investigations on unusual incidents, and assisting with the security and safety management for emergency incidents at LANL. I was assigned as “Team Leader’ within the Captain classification and was assigned SRT Company “A”. I effectively managed shifts of up to 30 personnel.

SRT 2nd Lieutenant- Served as the first line supervisor to SRT personnel providing day-to-day supervision and direction. This position is accountable for all aspects of field personnel management, including but not limited to providing supervision, training, and personnel management to ensure subordinates are able to provide protection for special nuclear material (SNM), nuclear weapons, classified matter, nuclear facilities and DOE security interests from theft, sabotage, and other hostile acts that may cause an adverse impact on national security, the health and/or safety of the public, and to protect life and property as defined in DOE orders, regulations and CFR. This position actively participates in the management of SOC LA security operations acting in the capacity of a first line supervisor. I actively participated and assisted in actions of field personnel and daily activities of the Special Operations Department.

Security Police Officer III- Was accountable for providing required crisis intervention and security protection duties for SNM and components, classified matter, government property and facilities, utilizing special weapons and tactics in accordance with DOE/LANL/PTLA orders, policies, and procedures. Protected the Los Alamos National Laboratory’s security interests and property from theft, vandalism, illegal entry, and other acts that may adversely impact national security or the health and safety of Laboratory employees. Additionally, assesses and processes the perimeter intrusion detection alarm system and executes force options. Provides armed responses and resolves security incidents, alarms, and crisis situations.

Santa Fe, New Mexico

Deputy Sheriff II- Protected and served the citizens of Santa Fe County. I responded to calls as dispatch and handled a wide range of incidents effectively. Wrote detailed reports and supported the reports in a court of law. I was a DRE/DUI Traffic officer for two of the years I spent at the sheriff’s office. During that time I was generally independent I would choose the areas for patrolling and would assign calls to myself from dispatch.
