About Robert Carson

Robert Carson is retired. Most recently, he provided contract services to the Government of Nunavut on a project-specific basis over eight years as a consultant. On August 15, 2019, Bob's work as deputy negotiator --devolution was completed when the Government of Nunavut, the Government of Canada and Nunavut Tunngavik Inc signed an Agreement-in-Principle for transferring responsibility over land, waters, and from Canada to Nunavut. Previously, he had been the Assistant Deputy Minister, Intergovernmental Affairs, with the Government of Nunavut, based in Ottawa, from June 2004 to August 2011. He also served in the Government as Principal Secretary in the Office of the Premier, during 2001-2002, reporting to then Premier Paul Okalik, and, on an interim basis in 2009, reporting to Premier Eva Aariak. He began work in Nunavut in October 2000, as the Director, Policy and Planning, in the Department of Executive and Intergovernmental Affairs in Iqaluit. In his role as Nunavut’s senior official in Ottawa, Bob was the Nunavut representative on the Canadian delegation to Arctic Council Senior Arctic Officials’ meetings in Norway [2007-2009] and Denmark [2010-2011], and supported Premier Aariak as a member of the Canadian delegation to the Arctic Council Ministerial meetings in Tromso [2009] and Nuuk [2011]. He was also the Nunavut representative to the Federal-Provincial-Territorial consultations on the Canada-EU Comprehensive Economic and Trade Agreement negotiations, and attended the CETA negotiations in Ottawa and Brussels for Rounds 6-8 [2010-2011].Prior to joining the Government of Nunavut, Bob was a faculty member and administrator at Seneca College in Toronto, Ontario.Bob began his work career as a lawyer, practiced for five years in Barrie and Newmarket, Ontario, and is a retired member of the Law Society of Ontario.
