I led and directed EPA’s exposure research program. The program included more than 400 scientists and 20 major research topics. In addition to providing strategic direction to the Lab, I worked with two associate directors and a deputy to oversee all research, accountability, communication and management functions. In addition to providing strategic direction to the Lab, I worked with two associate directors and a deputy to oversee all research, accountability, communication and management functions. In addition, I served on the Executive Council of EPA’s Office of Research and Development (ORD) during ORD’s transition to matrix management and integrated transdisciplinary research. I wrote and spoke extensively on these topics. At the end of this time the Administrator of EPA awarded me the Distinguished Career Service Award, in recognition of leadership in advancing scientific excellence throughout ORD and EPA. Show less

We provided structure to the interface between NERL’s six scientific discipline-oriented research divisions, located in 4 different states, and the needs of EPA’s regulatory programs for high quality scientific answers to exposure-related questions. Each year this required multi-party negotiations with the research divisions, the regulatory programs, EPA’s Office of Research and Development (ORD), and others. I developed and managed the Laboratory’s peer review process. I also developed, implemented and managed the process by which the Laboratory met the requirements of the Government Performance and Results Act. I designed and implemented a regulatory support function for the Laboratory, by which we provided expert scientific advice and input to the EPA regulatory decision-making process. I served as an advocate and expert on matrix management for EPA’s Office of Research and Development (ORD), providing seminars and training. In addition, I served as a primary advocate for ORD’s transition to an integrated multidisciplinary research program. During this time I also served a 5 month detail providing transitional leadership as director of the Environmental Sciences Division in Las Vegas, and a detail to the ORD Transformation Task Force, re-envisioning the way in which ORD ought to function. The program was mission oriented, with major foci on scientific problems associated with potential human health and ecological effects of anthropogenic stressors. I designed and implemented a multi-year planning process for the Laboratory, as well as processes… Show more I led the strategic planning, implementation and evaluation of EPA’s health and environmental effects research program, a program that included over 600 individuals in 9 divisions and 5 states, and an annual budget over $50 million. The program was mission oriented, with major foci on scientific problems associated with potential human health and ecological effects of anthropogenic stressors. I designed and implemented a multi-year planning process for the Laboratory, as well as processes for internal program peer review, management accountability, and regulatory support to the Agency’s regulatory programs. During this time I also provided interim support to EPA’s Office of Research and Development by serving as Associate Director for Science of the Office of Science Policy.Prior to accepting this role, I had already served EPA as Chief of the Neurophysiology Branch, and Director of the Neurotoxicology Division, during which time I published about 200 scientific abstracts, book chapters and peer-reviewed scientific papers, focused largely on methods by which one might determine potential neurotoxic impact of exposure to environmental agents. I received an EPA Scientific and Technological Achievement Award for some of this work. Show less
