Responsible for overseeing all program planning, implementation and evaluation activities of national, regional, and local performance improvement initiatives designed to assist public health programs with supporting Federal program priorities and achieving their goals related to improving quality of care and increasing access to care for low-income and vulnerable populations. Major Achievements:•Assisted the PA Department of Public Welfare with implementation of State-wide family planning Medicaid waiver program - resulted in increased access to public health services for over 50,000 low-income women.•Increased HIV testing services throughout FPC’s network to nearly 40,000 patients annually and gained FPC the country’s largest Federal family planning HIV services award.•Facilitated the integration of the State of Delaware’s family planning and STD services in its 12 State-supported health clinics.•Assisted with Federal agency’s development of a national system for surveillance and reporting of Chlamydia and supported implementation throughout Federal Region III.•Participated in the development of a national performance measurement system assessing quality of care.•Increased agency funding by nearly $1.5 million annually, including agency’s first national grant award.•Created an online continuing education certificate program, available to staff in over 665 public health family planning clinics throughout DHHS Federal Region III, with University partnership.•Impacted national delivery of reproductive health for males through leadership role in assisting Federal agency with determining recommendations for standards of care and integrating into program guidelines.•Hired in 1999 as Manager and received three promotions during tenure towards current position, responsible for directing Department of Performance Improvement with a professional staff of ten and budget of over $2 million.

Planed, implemented, evaluated, managed and provided sexual health diagnostic and prevention programs designed to reach low-income women and at-risk, vulnerable populations. Services included HIV, pregnancy and syphilis testing, and health education at community-based sites including hospitals, drug treatment, and shelters. Hired in January 1995 as a Counselor and promoted twice to Program Manager. Served as faculty for the Pennsylvania AIDS Education and Training Center. Served as sexual health intake counselor and group therapist for CHANCES (drug treatment program for low-income women with children).Major Achievements:•Developed and implemented a new HIV, unintended pregnancy and STD intervention.•Expanded program services to include syphilis and pregnancy testing – and sexual health intake and weekly support groups as part of a drug treatment program.•Expanded number of community service sites from three to nine.•Assisted with transitioning Division grants from University to community agency.•Increased program funding by $100,000 annually with new State and City funding.

Provided crisis intervention, counseling, education, and assistance with daily living skills to mentally ill adults in short-term, acute respite care facility.

Provided HIV counseling, testing, and phlebotomy services; designed and conducted HIV-related outreach and community education; managed caseload of newly diagnosed clients; coordinated and trained clinic volunteers; developed and implemented counseling program.

Hired in 1992 for student position and promoted to new position of Student Manager responsible for managing program planning, implementation and evaluation activities of peer education program. Designed, coordinated and presented health/lifestyle programs and workshops for students and community-based groups addressing stress management, relationships, communication, drugs and alcohol, STDs, and contraception.
