The mission of the CXO Fellowship is to invest in outstanding federal employees by broadening their knowledge of government management functions and foster cross-government relationships through interactive discussions and collaboration. CXO Fellows attend a unique set of educational seminars and events sponsored by the Office of Executive Councils (OEC).What is a CXO Fellowship?The CXO Fellows program is dedicated to providing enriching professional development opportunities for the next generation of Federal leaders in acquisitions, finance, human capital, and IT. The program provides an opportunity for Federal leaders to grow professionally through a unique set of educational seminars and events. Fellows are Federal employees that have demonstrated leadership potential.During the year-long program, Fellows meet with leaders in the Federal management community and learn about innovative government operations through educational seminars and “Inside Government” events. The objective of the program is to provide a unique perspective on innovative missions led by federal agencies.Selected Fellows remain in their current position at their home agency and are participate in two to three program events each month with a total time commitment of ten to fifteen hours per month. All Fellows are expected to participate in unique program activities including educational seminars, “Inside Government” events, and professional development sessions.

Worked on IT solutions including cloud computing, architecture analysis, cyber security, identifying best practices, and benchmarking with other public agencies and private companies. Developed strategy for shared services using Service Oriented Architecture (SOA) implementation and cloud computing. This involved collapsing and consolidating networks, applications, and services into a virtualized/cloud environment. Responsible for project planning, meeting milestones, and ensuring deliverables on schedule. Developed processes to handle data systems interfaces, use cases, requirements, reporting, concept of operations (CONOPS), security and data disaster recovery solutions. Worked to build the Tribal and commercial business unit for NOVA-Dine Corporation, an IT focused company that is 100 percent owned by the Navajo Tribe. Concentrated on developing IT approaches to modernize the following business segments: healthcare; public safety; hospitality; natural resources; finance/grants; and education. Formed coalitions with Tribes and partnerships with commercial companies using a portfolio approach to sell IT services and products among various tribes.Worked with commercial vendors (Apple, Microsoft, HP, Adobe, Amazon) to provide technical solutions to existing processes to decrease costs while providing a positive return on investment based on customer’s capabilities and budget. Created technology roadmaps based on new technologies and best practices that would result in a competitive advantage, especially with mobility solutions, forms automation, and social media dashboards and metrics creation.

Developed and implemented an institutional Information Technology (IT) strategy that included a governance model and strategy for both the scientific side and the support or administrative side that would increase IT value, productivity, establish hardware and software standards, increase cyber security, and reduce costs for the Lab.Reported directly to the CIO. Project Leader for Information Architecture: job duties included running ten teams that developed institutional standards, cost reduction, and policy regarding Information Technology with an annual budget of $1.1 million. This included integration of Oracle financials, cyber security, desktop software and hardware for PC, Mac, Unix, and Linux; geographic information systems (GIS); data architecture; network infrastructure, and records management.

Worked as an economic and financial analyst to determine costs, market analysis, and profitability. Used economic analysis to determine IT investments and its associated strategy and implementation. Companies included work at Bell South (1983-1986) and Mobil Oil Corporation (1977-1979).
