Mangaged a team of 35, comprised of Instructional Designers, Editors and Quality Control personnel, in the Design, Development, and Testing of training products in support of the Sailor 2025 (S2025) Fiscal Year 2022 (FY22) Ready Relevant Learning (RRL) Content Conversion (CC) effort. Training products are grouped under four content delivery modes: Instructor-Facilitated Interactive Training (IFIT), Self-Directed Interactive Training (SDIT), Structured On-the-Job Training (SOJT), and Performance Support (PS). This effort included the full-scale revision to modernize seven Interior Communications Electrician (IC) A- and C-Schools for the U.S. Navy and Naval Education Training Command (NETC). The training products delivered totaled over 1,500 hours of interactive courseware spanning from Level II Interactive Multimedia Instruction (IMI) to fully immersive, complex media and Level IV PC simulation under a very compressed timeline, averaging 4.76 interactive courseware hours per day!

Led a diverse team of 18 civil servant, contractors, and military staff in the management of over 235 instructors and maintenance/development of 75 courses. Directed S2025 RRL curriculum reviews, Train the Trainer (T3) events, pilots, and managed the modernization of 35 classrooms in support of modernized curriculum. This involved working with stakeholders on resolutions to problems, and fielding new courses. I directed the successful T3 and pilots of the Electricians’ Mate (EM), Engineman (EN), Machinists’ Mate (MM), Hull Technician (HT), Damage Controlman (DC), Electrical Common Core (ECC), and Gas Turbine Systems – Mechanical (GSM) RRL courses. Successfully implemented the BM, Seaman SN, EM, EN, and Machinery Repairman (MR) courses. This directly contributed to SWSC/SWESC meeting or exceeding congressional and PEO-MLB milestones, the only Learning Center in the NETC domain that can make that claim.

Direct Learning Standards support and provide process expertise to SWESC Learning Site Curriculum Managers, Course Supervisors and Instructors who perform course surveillance and manage curriculum modification projects. Support the development of new and revised courses in the AIM, CPM, and LOM curriculum development tools/database. Maintain SWESC Learning Site Master Course File to include Course Audit Trail, curriculum artifacts, course materials, course records and reports. Partnering with NETC N7 to finalize course artifacts and implement curriculum for Ready Relevant Learning (RRL). Provide guidance for changes to existing courses of instruction using NAVEDTRA series and SWSCOLCOMNOTE 1500 to maintain curriculum of over 70 courses.

Led a high-performance team of instructional designers, Subject Matter Experts (SMEs), graphic designers, 3D programmers and editors in the comprehensive development of the Electrician’s Mate (EM) rating instructional curriculum for the Sailor 2025 Ready Relevant Learning (RRL) initiative. Provided effective training, coaching, reviewing, and encouragement to all personnel to drive continued professional growth. Oversaw the instructional design, testing plan, and creation of the Interactive Multimedia Instruction (IMI). Designed, developed, and conducted quality assurance reviews for Lesson Design Strategy (LDS) documents, Script Storyboards including Student Guides and Lesson Plans, and Structured On-the-Job Training (SOJT) packages. Leverage Authoring Instructional Material (AIM), Content Planning Modules (CPM), and Learning Object Module (LOM) and Merge, Manage, Modernize E-Learning Development (MELD) software.

Project Management of various Navy contracts, including estimation, proposal, planning, budget, and resources management. Led a team of remotely located graphic designers, 3-D programmers, editors, and subject matter experts in the creation and testing of interactive Rate Training Manuals (RTMs) for Navy Engineman (EN), Machinists Mates (MM), and Machinery Repairman (MR), and the revision of the Navy Instructional Theory Manual. As part of Naval Training System Plan (NTSP) revisions, analyzed, documented, and determined workforce, personnel, and training requirements for various Navy systems modernizations.

Designed a variety of instructional materials for traditional instructor-led courses, online programs, web-based learning aids and job qualification programs. Recommended changes to existing courses, including technology or instructional methods. Created supporting material/media (audio, video, simulations, role plays, games, etc.). Assist with training module presentations. Worked with subject matter experts to identify target audience training needs.

Assist in planning and management of various projects, including the Navy’s Electrical Apprentice School and Gas Turbine Systems Apprentice School. Developed 120 hours of courseware to train approximately 1,700 electrical apprentices annually. Developed blended training that involved animated flash as well as 2-D and 3-D simulations. This allows trainees to practice maintaining and troubleshooting equipment with no extra maintenance costs to the learning site to maintain training equipment.

Responsible for conducting preventative maintenance, general service, and emergency repair on industrial, commercial and mechanical equipment/systems to support hospital operations. Led the migration of outdated Preventive Maintenance System, including the inventory and update of over 400 assets and their associated maintenance actions. Developed long term planned maintenance schedules to ensure equipment readiness.

Led ten senior Sailors in the daily operation of the Cargo/Weapons Elevator School and managed curriculum for two different courses to include revisions, changes, and development. Developed material for course revision including a Trainee Guide, Instructor Guide, Test Questions and Instructional Media Material. Supervised the piloting of the new course and labs. End result was an increase of 700% in trained maintenance skills without increasing the length of the course and revitalized use of the Full Scale Elevator Trainer.

Trained over 300 students in Basic Engineering Common Core and over 400 Sailors and Civilians in Cargo/Weapons Elevator Maintenance, maintaining a 95% First Pass Yield Rate. As a volunteer Bystander Intervention course Facilitator, used role play and guided facilitated discussion to train Sailors how to recognize and prevent sexual assault, contributing to a 38% decrease in sexual assaults on Naval Station Great Lakes in 2012.

As the Ship’s Oil King, meticulously managed the safe onload of more than 2,000,000 gallons of fuel and 50,000 gallons of lube oil without any spills during. Led team of ten in all oil, fuel and water evolutions, record keeping, and program management. As Gage Calibration Work Center Supervisor, managed a team of 20 personnel in the identification, calibration, tracking and upkeep of over 5,800 items requiring calibration (such as pressure, vacuum and temperature gauges; pressure, vacuum and temperature switches; and torque wrenches) bringing the calibration percentage from 10% to 96% in 1 year. Created a comprehensive sustainability plan in order to ensure a long-term maintenance solution was in place, as well as establishing cross training effort with work centers outside of Engineering Department. As an Engineering Training Team Coordinator, developed and implemented Exercise Controller Guides in preparation for various inspections. As Division Training Manager, trained and qualified personnel in Propulsion and Auxiliary Control Console Operator, Auxiliary Boiler Operator, Oil King Assistant and Casualty Response Team watchstations. Also responsible for the job training of 56 personnel.
