Brought on board as an SME in law enforcement management, security and police operational planning, ae well as organized crime investigations, and undercover investigations and operations to mentor the National Director of Police Operations of a force consisting of approximately 130,000 officers. Advising included, operational security and planning including emergency management planning for national and urban area events while securing their own areas of operations and headquarters from organized crime and insurgency activities while combating corruption from within government ministries. -Advised the Ministry of Interior Director (Chief) of Police Operations and Plans in all Law Enforcement and Security Planning Operations and investigations as a strategic / executive level law enforcement and security SME. Trained with NATO at NATO HQ in Brunssum, Netherlands to be one of 2 police SMEs to adapt curriculum for Operational Security Planning for law enforcement and devised instructor handbook for the office of the National Director of Police Planning and Operations. -Advised and mentored in planning security and police operations from the strategic level for 3 National Elections led by law enforcement in cross ministerial planning and transferring security assets and personnel to secure government locations for these elections from organized crime and armed insurgency. -Advised the Director in the institution of a National Strategic police centric train the trainer courses to ensure the future force of police was trained in Rule of Law (RoL) methods for strategic and operational police and security planning that would be consistent throughout the police force, replacing the multi-national system of competing philosophies. Authored white papers in regard to these philosophies and the impact on the police force in the Rule of Law roles.

Afghanistan

Subject matter expert on insider threats, force protection and insider threat protection for individuals and private organizations. Trained and certified through DoD in Antiterrorism and Insider Threat FORCE PROTECTION Mitigation. Instructed in excess of 50 NATO and civilian personnel per training session in mitigating the Insider Threat, personal and physical security. Assisted in revision of insider threat 50-page manual relating to scenario based and weapons training.Evaluate and edit curriculum to accomplish mission sets, and assist in the development of new curriculum to reach back to training centers in the United States and throughout NATO.Responsible for instructing the Train the Trainer program throughout Afghanistan and the NATO community in defeating the Insider Threat.

Challenged to solve government corruption in the ministry of interior. Overcame language barriers in advising a native Dari speaker at the police executive level in all these matters.Assigned to advise command staff of 6 Afghan police executives (Including Chief of Plans) and NATO advisors in police planning, security operations and devised annual national police plans and incorporated the rule of law in a country that has been war torn for several generations. Presented mission plans and operational security plans for physical and police security to NATO command staffs of Resolute Support Headquarters (RSHQ) as part of the RSHQ CJ35 Planning Staff.Advised and mentored in Security for National Elections and transferring personnel and security assets from the MOI to the Ministry of Defense (MOD) during the transfer of the Afghan Border Police to their transition as the Afghan Border Force.Advised operationally in the Green Zone Rehabilitation and Green Zone policing techniques, implementation of security plans within the Green Zone and the National Police Plan with the MOI Chief of Operations and the RSHQ CJ33 Operations Staff. Assisted up to 100 NATO ranking officials in advising their counterparts while training, advising, and assisting up to 50 Afghan counterparts in structure and restructure of varying law enforcement entities. Improved national police planning by collaborating with 30+ NATO advisors and Afghan commanders to incorporate and blend NATO and Afghan Police Intel into comprehensive useful work product. Partnered with US State Department to diminish drug and human trafficking by advising Afghan counterparts in combating illegal substance manufacturing and detecting human trafficking.
