He was responsible for the full P&L of the division, encompassing all functions including sales, operations, and delivery. Upon his arrival, Ciber was burdened with over $100 million in US debt, declining revenues, and negative profits.Ciber was experiencing a transformation crisis, with a scattered focus across numerous solutions and multiple P&Ls. Mr. Douglas streamlined the solutions portfolio from over 40 practices with hundreds of solutions to 6 focused practices. He also implemented a phased reduction and transformation of the P&Ls. Initially, Ciber operated under a branch model with over 38 branches in North America, lacking cohesive corporate governance and processes. Mr. Douglas transitioned this to a market model with 5 main markets (North East, South East, Central, West, and State and Local).
