Mr. Douglas led Ciber’s North America division, overseeing more than 3,000 consultants across the U.S. and Canada. He was responsible for the full P&L of the division, encompassing all functions including sales, operations, and delivery. Upon his arrival, Ciber was burdened with over $100 million in US debt, declining revenues, and negative profits.Ciber was experiencing a transformation crisis, with a scattered focus across numerous solutions and multiple P&Ls. Mr. Douglas streamlined the solutions portfolio from over 40 practices with hundreds of solutions to 6 focused practices. He also implemented a phased reduction and transformation of the P&Ls. Initially, Ciber operated under a branch model with over 38 branches in North America, lacking cohesive corporate governance and processes. Mr. Douglas transitioned this to a market model with 5 main markets (North East, South East, Central, West, and State and Local). He further evolved this to a practice-based model, where the 6 practices (Oracle, Infor, SAP, Business Consulting, ADM, and Managed Services) held P&L responsibilities, rolling up to Mr. Douglas for the North America P&L of approximately $500 million.Under his leadership, standardized sales, delivery teams, and processes were established across North America. Mr. Douglas also implemented standardized procedures for recruiting, onboarding, training, bid review, deal review, red project review, deal loss, and more.These actions transformed Ciber’s North America business into a profitable, revenue-growing engine.
