The Chief of Naval Operations (CNO) Strategic Studies Group (SSG) generates revolutionary naval warfare concepts, which for over a century have been the key to U.S. naval supremacy. Revolutionary implies that the concepts would upset the existing order and such are non-consensual within the Navy’s organization. This means the SSG focuses its efforts on warfighting concepts that appear to have great potential, but Navy organizations are currently not pursuing. In conducting this mission, the SSG is at the leading edge of the Conceptualization Phase of the Process for Naval Warfare Innovation.One of ten Captains/Colonels from the U.S. Navy, Air Force, Marines, and Coast Guard who were selected by their Service Chiefs to work for and directly report to the CNO with tasking to generate revolutionary warfighting concepts to allow the U.S. Navy to sustain its undersea dominance through 2030. The team, which included an additional 27 career navy civilians, mid-grade officers, and senior enlisted, was charged to generate innovations in naval warfighting, underpin them with complex technologies, and recommend actions for the Navy to undertake directly to the CNO. Led team through 10-month “think tank-like,” matrix-aligned project, Managed talent assignment, budget oversight, coordination of cross-functional research, stakeholder (government, private sector, non-governmental organizations, and academia) engagement, development and execution of multiple scenario gaming events to build-upon/refine innovative concepts, and executive presentation formulation/delivery. Project followed a unique “process of innovation” to foster inclusion of diverse thoughts and perspectives. Completed on time and under budget. Final recommendations immediately tasked by the CNO to USN elements for implementation.

Principal advisor to Commander, Coast Guard Atlantic Area on resource management issues impacting current and future year readiness and mission execution. Managed the planning, programming, and budgeting process for Atlantic Area, which included nearly $500 million in operations and maintenance funding and more than 24,000 military and civilian full time positions. Horizontal integrator within Atlantic Area for all resource management, financial audit and Coast Guard performance issues, including the DHS Quadrennial Homeland Security Review and DHS Bottom-Up Review of functions and missions. One of four principal members of the Coast Guard’s Resource Group which provided challenging resource recommendations to the Coast Guard Commandant and executive leadership.Noteworthy collateral duties included member of the Coast Guard’s District Study, charged by the Commandant of the Coast Guard to analyze the functions of organizations layers within the Service and make organizational streamlining and personnel re-balancing recommendations, and member of the Atlantic Area Awards board for both military and civilian personnel.

Greater New Orleans Area

Selected to serve on the personal staff of the Federal On-Scene Coordinator for the DEEPWATER HORIZON oil spill of national significance. Tackled some of the toughest external challenges during the response, including:- resolving data inconsistency among multiple organizational layers within the 40,000 person response effort, - developing a methodology to provide daily command and operational tasking to more than 4,000 “Vessels of Opportunity”, and - developing a publicly available common operating picture for the response, which was later proclaimed by the Government Accounting Office as a “best practice for government transparency.” Planning efforts involving the Federal inter-agency, States, and industry were integral to effecting multiple seamless transitions within the overall response organization, including the collapse of the National Incident Commander staff and merge of major regional Incident Command Posts (ICP) into a single ICP. Efforts during this demanding period marked by 100+ hour work weeks were praised by Coast Guard leadership as being integral to alleviating political scrutiny during the response and preservation of the Coast Guard’s organization reputation.

Responsible for the safe, effective operations of one of the largest ships in the Coast Guard as well as the safety and well-being of 175 member crew. Conducted independent and joint operations demanding multi-mission effectiveness spanning maritime law enforcement, search and rescue, homeland security, international engagement, and humanitarian service. Ensured unit compliance with applicable laws and regulations. Aggressively promoted personnel programs through equal opportunity, professional training, advancement opportunities, workload management initiatives, and pursuit of quality principles.Operational highlights include a deployment under Commander, U.S. Sixth Fleet while conducting a full range of Maritime Operations and Theater Security Cooperation missions to the West/Central Africa, the Mediterranean Sea, and the Black Sea. During the deployment, DALLAS conducted the first multi-lateral law enforcement operations off West Africa and delivered over 75,000 pounds of humanitarian aid to the Republic of Georgia during its armed conflict with the Russian Federation.This assignment was the pinnacle of an operational sea-going career spanning 14 years at sea while serving on seven ships, including command of four.

Principal assistant to the U.S. Coast Guard’s Assistant Commandant for Resources (CG-8) and Chief Financial Officer (CFO). Provided expert advice to the CFO on wide-ranging policy and programming issues, including remediation efforts which ultimately allowed the Coast Guard to become the only military service to obtain an unqualified financial audit opinion in accordance with Office of Management and Budget (OMB) circular A-123. Oversaw the daily administration and work products of 600 person directorate, ensuring prompt and quality staff response to the concerns and tasking from other Coast Guard staffs, DHS, OMB, and Congressional overseers. Facilitated communications and cooperation among CG-8 senior leaders and the principal assistants to other Coast Guard executive leaders in order to advance the organizational goals of the CFO and Commandant. Spearheaded effort to prioritize the assignment of Coast Guard personnel outside of the Service to optimize impacts of limited personnel resources. Served an integral role in advancing the Commandant’s efforts to modernize the Coast Guard and create a change-centric organization, an effort which effected the largest reorganization in Coast Guard history. President of Awards Board for 600 person, military and civilian, organization.
