Assistant County Manager / Budget Director
CurrentI provide assistance and back-up for the county manager on a day-to-day basis. I coordinate interdepartmental and intergovernmental projects, such as linking performance management to the county’s strategic plan. I have oversight of the county’s bond and debt issues, and manage contracts related to telecommunications and franchise agreements. I am responsible for the Thurston County Administrative Policy Manual, and work with the County Auditor and County Treasurer to develop and implement county-wide financial policies and procedures. In 2016, I oversaw the implementation of a new county-wide budget system, Questica.As the Budget and Fiscal Manager, I am responsible for the development and monitoring of the $300 million Thurston County budget and associated policies, processes and procedures. I report to the three county commissioners and the county manager, providing detailed analysis in support of their legislative responsibility to enact an annual budget. I work with 18 county elected officials and 8 department directors, providing direction and advice on budget and financial matters. I prepare the revenue and expenditure forecasts for the county’s $85 million general fund, and provide oversight of forecasts for other county funds. I advise the board on the financial implications of proposed county programs, projects and policies. I present financial information to a broad audience. I am knowledgeable in Washington State budgeting laws, Accounting and Reporting System (BARS) Manual, and am familiar with GAAP and GASB. I coordinate the inter-agency county budget team.
