I led NYC’s Open Data initiative, collaborating with each City entity to identify and make available, through centralized ETL development and management, all of its digital public data for citywide aggregation and publication to a cloud platform, advancing data-driven government. I collaborate with technology resources and the business units across city agencies to define requirements, plan development and rollout. I've helped improve the overall project and program portfolio management (PPPM) maturity model across the organization.As the Acting Director of Project Management and Delivery for the Emergency Communications (911) Transformation Program, I directly recruited, developed and managed project management office (PMO) personnel, and managed vendors and technical resources. I served as a member of four-person assessment committee charged by the NYC CIO with the comprehensive review and examination of troubled Emergency 911 Communications Technology Program. I helped streamline the $2.3 billion program, encompassing multiple projects, reining in its cost overruns by cutting consultants and establishing City program leadership, and developing and implementing a strategy to deliver the best 911 service product to the citizens and visitors of NYC.

I Conceptualized, developed and deployed an enterprise application for streamlining the NYC arrest-to-arraignment process, using data integration among nine different stakeholder criminal justice agencies, modernizing what had been manual, labor-intensive and error-prone pre-arraignment procedures. The system reduced arrest-to-arraignment times from 30+ hours on average to under-20 hours, and decreased operational costs by over 30%.The role allowed me to collaborate with policymakers and criminal justice agencies to generate and evaluate strategic technology projects that could support policy initiatives. I created strategies to support the Mayor’s drive to adopt and apply technology to all areas of municipal government, and worked with the City’s Department of Information Technology and Telecommunications to use existing and emerging technologies to implement those projects.I oversaw a portfolio of information technology projects for the City of New York, including: - DataShare, which integrates independent agency information technology management systems, improving the timeliness of data flow and reducing the inefficiencies in the City’s important and complex system of agency interaction; - DNA Hits, which improves the accuracy and reliability of DNA hit notifications while reducing time to arrest and indictment by providing defendant and case history with each notification; - eSubpoena, which automates and streamlines district attorney requests for 911 call recordings and NYPD fulfillment of those requests; - The City's Public Safety Portal, which integrates data services from multiple agencies to provide a "one-stop" source for criminal justice information.I managed in a multi-entity environment that included various, disparate agencies, systems integration vendors, direct reports, and project sponsor organizations.

As a development group lead, I led a team of up to 26 software developers. I took a discounting and contract management system enterprise-wide across 13 states for a Fortune 50 telecommunications company. The project involved the development of a multi-tier system including mainframe applications, UNIX database, transaction servers, and a user interface. I also designed and developed C++ and COBOL billing and customer care applications for a regional wireless telecommunications company in Hartford, CT.My roles and responsibilities included software development, development group management, project management, customer engagement management, and business development.
