Furnishes important advisory services as consultant to management and individual members in the field. Responsible for creating/reviewing civilian personnel programs, policies and guidelines which include pay-setting, classification, compensation management, recruitment, Defense Acquisition Workforce Development Fund (DAWDF), Internal DHA hiring, 180-Day Military waivers, human capital strategic planning and workforce planning. Researches/analyzes current and proposed operations to determine the most feasible and economical implementation approach to enhance employee appraisal programs, and improving organizational objectives, policies and practices. Air Force Test Center (AFTC) is a $31 billion enterprise of more than 18,000 military, civilian and contractor personnel across Edwards AFB, Eglin AFB and Arnold AFB and more than 25 other geographical locations. Tasked to analyze and research technical and regulatory guidance to give senior leadership recommendations on possible courses of action to reach the desired objectives for complex organizational goals. Assigned as Human Resource Liaison for five HQ AFTC group-level organizations. Engages in working numerous type Request for Personnel Actions (RPA). Conducts needed research of personnel policies for roadblocks encountered in order to deliver accurate management advisory, guarantees recommendations comply with personnel action request. Demonstrates consistent follow-up keeping leadership abreast with the most up-to-date status. AFTC representative on several AFMC-level working groups which include: Civilian Hiring Metrics - 80DE2E, AcqDemo Training for Federal Register and AFMC Business Changes, Pay-setting, 90-Day Roster, DPMAP, AcqDemo Performance Appraisal Quality Level Ratings and AFMC Human Capital Strategy Working Group. Often tasked to respond to higher level taskings and suspenses. Also tasked as the lead person in creating taskings and suspenses to subordinate organizations within AFTC.
