Consults with Department Directors and Elected Officials regarding personnel administration matters. Researches issues and offers recommendations. Reviews issues in progress and assists departments in complying with county policies and procedures. Expedites services.-Researches and analyzes personnel-related issues for the County Executive, Director of Administration, County Council, or Merit System Commission as directed. Drafts policies and procedures.-Supervises employment recruitment, examination, recommendation for employment, job offers, job start dates and new employee orientation. - Develops and delivers Leadership Training and HR Compliance Training.-Manages employee relations. Meets with employees, explains policies/procedures, receives and investigates complaints, resolves complaints (if possible). Conducts policy/procedure training. Reviews proposed disciplinary actions for compliance with policies and procedures. Approves merit system employee payroll changes.-Administers employee classification and compensation functions. Allocates positions to proper classifications. Reviews all salary actions for policy and procedure compliance. Recommends pay grade and classification changes.-Supervises employee program enrollment. Arranges open enrollment periods, benefit fairs, insurance change program notifications, etc. -Supervises official personnel recordkeeping. Supervises responses to requests to employment verification. Review and approves appropriate response to unemployment compensation claims.-Represents the County at meetings with labor bargaining units. Drafts memoranda of agreement. Participates in labor contract negotiating team. Advises management in labor relations issues.-Administers daily department functions. Assigns and reviews work, allocates workers, counsels/trains employees, commends employees, implements discipline, reviews time and attendance records and addresses problems.
