The Director of Construction Services provides the Company with project management leadership and expertise to maximize value derived from capital expenditures, renovations, and procurement projects for the Diamond Resorts portfolio of vacation ownership resorts and sales centers across the United States and to support the objective that projects are completed on time and on budget.

Responsible for the implementation and management of the Quality Control program on the new 1.4 million square foot expansion of the Las Vegas Convention Center. Supervised and/or conducted field reviews and inspections of ongoing and completed work to verify competency and accuracy with respect to approved construction documents, methods and applications. Managed a team of direct reports as well as communicated daily with project executives, company principals, project designers, superintendents, and field engineers to ensure that the project is moving according to schedule, while meeting contracted and construction industry standards. Developed effective communications and mechanisms for resolving conflicts among the various participants. Oversaw and managed the inspection request procedures from start to finish, including coordination and review of third-party inspections and material testing. Managed all communications with the AHJ (Authorities Having Jurisdiction) so as to resolve any Corrective Notices and/or Notices of Noncompliance.

Directly responsible for all phases of site acquisitions, government agency approvals, design, utility coordination, construction, FF&E procurement and installation, staff relocation, and disposal of existing facilities. Also, responsible for sourcing, negotiating and the management of design and construction professionals, leasehold structures as well as third party consultants and engineers. Provide C-suite and division leadership with strategies and vision as it relates to facility asset management and real estate portfolio. Collaborate with all levels of personnel to ensure goals and strategies are understood and design and construction expectations are met. Consistently request feedback on design and construction techniques and deliverables. Work closely with the Legal team to develop contractual documents and other business agreements. Provide senior level management with monthly updates and long term strategies that maximize the enterprise value, minimize costs, and provide the employees with an exceptional well thought out functional facility. Continuously look for ways to modernize and automate processes and assets so as to gain efficiencies, improve response times, reduce operational costs, increase safety and reduce down time. Oversee and manage the procurement, deployment, and maintenance of critical infrastructure assets. Ensure standardization of employee work areas while balancing optimization of space utilization with employee experience/satisfaction. Responsible for physical security policies, guidance, and operations as well as product selection and deployment of security assets company wide.

Responsible for the supervision, operation, and management of the Operations and Business functions within the Maintenance Division. Carried out the full range of supervisory duties including planning the work, assigning it to subordinates, and reviewing it for quality and timeliness, set priorities, scheduled work, evaluated performance, provided counsel to employees on technical and administrative matters, scheduled and approved leave, resolved employee concerns, and identified training needs for employees. Visibly led and supported the establishment of an effective integrated safety system that provides coherent systems to help and protect employees while accomplishing work. Responsible for the development and execution of the Operations budget. Developed budgets and monitored expenditures for all program areas and ensured funds were executed as allocated. Responsible for the planning, estimating and scheduling of all maintenance and repair work of the Division. Developed long range (3-5 years) cyclic maintenance, preventative maintenance, and repair/rehabilitation plans. Oversaw the development of scope, plans, specifications, and estimates for in house and contracted work orders and projects. Identified and implemented optimum methods of maintaining, preserving, and operating facilities, both natural and man-made, historic and modern. Such responsibilities included changes in the organizational structure to meet current and planned needs; allocation or reallocation of resources; including funding, staffing and equipment; determining program emphasis; delegating responsibility to individuals for completing assignments, and monitoring maintenance activities.

As the sole Fee Project Manager at Lake Mead NRA, duties included guiding, planning, designing, estimating, and controlling the development and execution from inception through completion of all Federal Lands Recreational Enhancement Act (FLREA) construction projects as well as managing the complete $4 million dollars a year portfolio of all other FLREA projects. Duties also included assisting other departments and the Contracting Officer in developing project scope, schedule, and budget as well as conducting field observations during the construction phase to ensure compliance with contract plans and specifications. Continually managed the construction/procurement process with an emphasis on meeting goals related to schedule, budget, scope, quality, safety and risk. Coordinated with local providers of electrical power. Worked to resolve special problems/conflicts between internal requirements, standards, codes, policies and economic feasibility. Communicated and coordinated with architects, contractors, stakeholders, and other NPS employees. Assisted in the development and execution of long range comprehensive planning which included: maintenance, rehabilitation and new construction projects. Consistently scoped and monitored projects in the Project Management Information System.

Integrally involved in all aspects of construction, including land development, vertical construction, renovation construction, ancillary facilities, and design development. Effectively managed 2 different departments with 11 personnel. Assisted in the evaluation of land purchase/lease opportunities, managing and recommending consultants, guiding the plan approval and/or entitlement processes, attending citizen meetings and public hearings and obtaining permits and approvals. Coordinated land development activities on multidiscipline projects including, but not limited to, feasibility studies, boundary and topographic surveys, geotechnical studies, zoning issues, site grading, drainage studies, traffic studies, and street and road design. Conducted field supervision to ensure quality of workmanship and compliance with contract plans and specifications. Monitored cost and schedule for each project. Processed bond releases once all local jurisdictional requirements were satisfied and signed off.

Coordinated the interface of wet and dry utility companies for all new construction and modernization of existing schools and facilities. Communicated and coordinated with architects, engineers, contractors, other project managers, district departments, and government entities as required regarding site plans, legal description, cost estimates, outages, temporary shut downs for connection and other construction issues. Monitored project progress from both a schedule and cost standpoint. Assisted other project managers in analyzing responses to Requests for Proposal and Change Order requests to determine cost and time impacts. Conducted site inspection and document findings. Prepared status reports to senior personnel. Reviewed drawings and associated documents for cost savings and constructability to serve the project.

Performed monitoring/inspections as appropriate and necessary during the construction phase which included inspecting work in place, monitoring workmanship, and reviewing plans and construction drawings for compliance with specifications, contract documents, and applicable codes, maintaining accurate records and files, and attending construction site meetings with contractors and architects regarding construction progress and to minimize project conflicts.

Coordinated the execution of the design and construction documents on large and complex buildings. Also directed construction activities, managed pay applications and sub-contractor negotiations, supervised and scheduled craft personnel, oversaw project scheduling and subcontractor coordination, maintained quality standards, reviewed and negotiated claims, and ensured positive client relations.
