Airborne Command & Control and Logistics Wing manages 110 aircraft ($8.5B), 3,200+ personnel, $450M global infrastructure, for a $9.2B total valuation of the Navy’s fleet of E-2 and C-2 aircraft. As Wing Director of Operations, coordinated with 12 squadrons based in Norfolk VA, Point Mugu CA, Iwakuni Japan, and deployed to forward bases and aircraft carriers across the globe on all matters of emerging tasking and fleet support requests. As Chief of Staff, ensured continuous coordination of the Operations, Maintenance, Finance, Training, IT, HR, Safety, Security, Facilities, Supply, and Admin Divisions, which freed the Captain from distraction of routine functions. Created a visualization of current fleet location and operations that rapidly informed leaders and stakeholders. Transitioned infrequent, incomplete and late information flow being pulled from the squadrons to a near real-time model of fast, accurate and timely information being pushed by the squadrons.

Led Tomahawk training and drills of ships and submarines in the Middle East region. Lead planner that assigned and organized all targets, weapons pairing, approach corridors, and combined weapons delivery from Navy ships and submarines, Air Force aircraft, British aircraft, and French ships and aircraft during the 2018 Syrian missile strike. Over a six-day period, prepared the President’s plan and directly coordinated 100+ Navy, Air Force, French, and British missiles that resulted in 0 casualties and 100% target destruction despite the immense complexity.

Instructed 16 Midshipmen in computer coding (MATLAB) for Engineers, 25 Midshipmen in Aircraft Performance, and was the Course Lead for six faculty Instructors and 200+ Midshipmen in Introduction to Aeronautical Engineering for non-Engineers. Volunteered in a mentoring and recruiting capacity as the Men’s Varsity Tennis team Officer Representative ensuring 100% academic eligibility, retention, and graduation. Served both summer periods as Officer-in-Charge of Midshipmen Summer Training in San Diego where all 900+ Midshipmen completed their training without misconduct or incident. As course lead: designed 4 new lab experiments, 4 new exams, 6 new lecture modules, created solution-sets for 100% of assigned homework, and ensured collaboration and accountability of the six other faculty instructors. All Midshipmen passed their course, remained NCAA eligible, and completed their training.

Dual-hatted as the Operations Division Head and Manned Systems Test Division Head. Managed the scheduling and $2.3M annual budget of nine aircraft of three different types, as well as preparing the 10-year schedule and budget roadmap for 100% aircraft transition of all nine aircraft. Selected as Detachment Officer-in-Charge for six aircraft detachments to Pacific and Gulf of Mexico locations supporting Ballistic Missile Defense and NASA that safely executed 100% of assigned missions during 2-week detachments of 40+ personnel. Led 17 direct reports as Manned Systems Test Division Head: Mentored 12+ Junior Project Officers testing software and electronic systems in support of fleet/customer needs resulting in a 10% test planning and reporting production increase. Identified and corrected inefficiencies in planning, execution and reporting processes by codifying ownership and accountability by authoring four Configuration Management and Modification Process instructions among four geographically dispersed locations, and ultimately the personnel realignment and creation of a Configuration Management Division.

After graduating U.S. Naval Test Pilot School, led 14 military and civilian personnel in test planning, execution, and reporting for nine test programs of five different types of aircraft to inform and support decisions for four major acquisition program leadership offices. All reports were delivered on time and all projects were completed on or ahead of schedule. Served as acting Operations Division Head with budgetary, planning, training, and scheduling oversight of over 30 aircraft and hundreds of military, civilian and contract aircrew spanning 6,500 hours of logged flight time and a $3.5M annual budget. C-2A and T-6B aircraft subject matter expert and Senior Instructor Pilot. Created personnel and equipment interoperability between different command organizations by negotiating and authoring four command agreements that enabled test execution for three programs that otherwise would have been significantly delayed by at least one year. Spanning 2 years, 37 trips, and 165 days: Interfaced with four defense aircraft vendors and their unique processes at industry locations (Wichita KS, Melbourne FL, Rome NY, Ogden UT, etc) resulting in three authored test reports and 30+ deficiency reports.

Deployed as Assistant Officer-in-Charge and Operations Officer with multiple Aircraft Carrier Strike Groups in support of global combat and humanitarian operations. ombat Operations included Operation Iraqi Freedom and Operation Enduring Freedom. Humanitarian Operations included Operation Unified Assistance in Indonesia and Hurricane Katrina relief. Deployed and delivered a then record 1M+ pounds of cargo and 3,500+ passengers to/from 12 countries, mishap-free, ~$200k under a $3M budget, with two $65M aircraft, and 35+ junior personnel.
