Sam has over 25 years of experience in international development and specialises in research, planning & monitoring & evaluation issues and health and HIV/AIDS. He has key programmatic and evaluation expertise in HIV/AIDS issues, knowledge management, strategic planning, Results-Based Management (RBM) and Value for Money (VfM) assessment and adaptive management. Sam is currently Director, Partnerships at ITAD. Here he is responsible for the health portfolio of Itad's consultancy work and overseeing external partnership relationships. Prior to joining Itad, he was Associate Director: Field Programmes at the HIV/ AIDS Alliance. In this position, Sam was a member of the Alliance’s Senior Management Team and was responsible for heading up the Planning Analysis and Learning Unit at the Alliance which, amongst other things, led on the Alliance’s work on research, evaluation, aid effectiveness/VfM analysis and strategic planning across 42 countries. Sam has previously worked at PLAN international and the European Commission (Evaluation Unit in the DG for Development). Sam has project managed evaluations of multi-million pound donor projects and rolled out planning, monitoring and reporting systems in two different large international NGOs, as well as setting up and managing large project teams. Sam holds an International Masters Degree in Practicing Management, an MPhil in Development Studies and a First Class Honours Degree (MA) in Geography.
