Plan, develop, coordinate, and implement resource management programs and policies that reflect the needs of environmental programs within the City of Oceanside Water Utilities Department. Including but not limited to; updating the Code to reflect current state mandates, oversight of the environmental restaurant inspection (FOG compliance), enhance resource management techniques for the public including reduction of litter through increased management of public cans, identify community problems and develop/identify solutions, and marketing outreach efficiency.Conduct research and analytical studies on programs that reflect the needs and state requirements for resource management as it relates to solid waste and recycling. Including but not limited to; Organics diversion programs including co-digestion and pilot programs (reflective of Sate mandate requirements - AB 1826 and SB 1383), City Service Evaluation (reflective of the contract requirements of the City's franchise agreement with Waste Management) and annual state mandated compliance reports. Develop documents and reports for subcommittee meetings, commission meetings and City Council meetings. Including but not limited to; staff reports, PowerPoint presentation, agendas, and general assistance as needed. Manage and oversee contract management for the City, contracts/consultants work on programs that relate to environmental regulations per state mandates. Oversee and analyze technical report development. Prepare reports, budgets, cost-benefit analysis and reviews documentation for final submittal. Train and oversee new staff members and consultants as needed. Prepares grants and grant application requirements including consulting with potential partner organizations and community stakeholders.
