Oversee the development and implementation of strategies that produce sustainable public funding opportunities and strong public policies that support the Nurse-Family Partnership program operations at the national, state, and local level. These strategies include bi-partisan legislative and administrative strategies, including (but not limited to) technical assistance on the federal MIECHV program, how to maximize Medicaid reimbursement, TANF and welfare opportunities, Pay for Success or social innovation financing, and advocacy efforts.

Develop and execute federal and state policy and government relations strategies for a national non-profit organization providing technical assistance, guidance, and consultation in 42 States for an evidence-based nurse home visitation model. Raise awareness and educate federal and state policymakers about the value and importance of the Nurse-Family Partnership in their communities. Manage grassroots campaigns, organize & conduct advocacy training, and identify/track state trends including policy, budgetary and legislative opportunities to support sustainability and expansion efforts.

• Successfully advocated, drafted & submitted legislative language, offered counsel to Congressional staff and Executive Branch agencies in establishing a new $1.5 billion (over 5 years) mandatory grant program to States for evidence-based home visiting programs.• Successfully advocated and collaborated with Congressional staff and Executive branch agencies to establish a discretionary grant program under the Administration for Children & Families Child Abuse Discretionary Activities to assist States and local entities to build the necessary infrastructure for evidence-based home visitation programs proven to prevent child abuse.• Raised awareness about the Nurse-Family Partnership model and its capabilities among federal, state, and local policymakers• Provided legislative and public policy counsel to National Board of Directors and Senior Management Team.• Engaged and built relationships with key Members of Congress, Executive Branch Agencies, other national programs, coalitions, and advocacy organizations.• Drafted and managed correspondence to Capitol Hill, the Executive Branch, and State legislatures on behalf of the national organization and advocacy partners.• Identified, tracked, and offered consultation on relevant federal funding and policy opportunities within moving legislative vehicles (including health care reform, early childhood education, Medicaid, TANF, and other titles/provisions included under the Social Security Act, Public Health service Act, etc.)• Managed the organization’s participation in Capitol Hill events including receptions, briefings, and Congressional hearings, including preparation of testimony, remarks, etc.• Managed national and local grassroots advocacy campaigns, action alerts, and the overall content of organization’s public policy and advocacy center web pages.

Managed a portfolio of five to seven national and local non-profit clients providing government relations strategy and consultation services on federal policy and funding opportunities. Clients included organizations focused on early childhood and youth development, public health, juvenile justice and delinquency prevention, substance abuse treatment and prevention, and reentry of ex-offenders.
