Fulcrum Communities is a Colorado non-profit corporation that develops quality, sustainable, rent-controlled apartments for households making 80-140% of median income.Fulcrum uses the same architects, engineers, technologies, methods, and service providers that for-profit developers use. We comply with the same land-use and building codes. We build the same quality of product. We manage properties the same way. We rely on no government funding. Our properties are indistinguishable from for-profit properties in every way. However, Fulcrum delivers our product to middle-class families at rents 20-25% below market, while also providing contractual rent controls that limit annual rent increases to 2% per year. Two strategic financing differences allow Fulcrum to deliver the high-quality product with lower rents and with restrictions on rent increases: (1) we don’t have equity investors to whom we owe returns on capital, and (2) our lenders receive tax-free interest income on our debt as a 501c3 organization, which means they can lend to us at lower interest rates than to for-profit developers.
