Manage multi-million dollar contracts with Federal agencies, focusing on mitigating climate change via the adoption of clean energy policies and practices. Lead policy, technical, and regulatory analyses; market assessments and strategies to encourage adoption of clean energy technologies and practices in critical market sectors; and creation of outreach and marketing plans designed to target consumers, business leaders, and policymakers. For the U.S. EPA, provided a broad range of support to voluntary (non-regulatory) partnership programs aimed at reducing greenhouse gases by motivating industries, businesses, and institutions to take measures to reduce their carbon footprint. Developed outreach strategies and communications services for a broad range of constituencies and target audiences, including consumers, community and neighborhood associations, government regulators, legislators, businesses and industries, environmental professionals, and public health officials. Faciliated meetings in a variety of formats, the majority of which addressed complex scientific and regulatory issues.

Reporting to agency Secretary, led external task forces and internal management teams to develop agency programs and policies. Consulted with agency divisions to create their strategic plans, perform customer research, and develop budget initiatives. Facilitated Governor's task forces and focus groups. Created and led team that identified emerging technology, demographic, and economic trends and used findings to improve program services to diversifying customer groups. Created the Wisconsin Farm Center by consolidating financial, counseling, grant, and technical programs while achieving substantial cost savings and enhaning services. Consulted with the National Association of State Departments of Agriculture to develope and implement their first strategic business plan.

Greater New York City Area

Succesfully negotiated with developers to insure public access and open space in waterfront development projects. Developed local waterfront land use plans and made presentations at local level, coalescing favorable public opinion that led to plan adoption by Borough governments. Authored grant applciations to secure Division's funding sources. Authored study of city's publicly owned wetlands. Evaluated waterfront development projects for consistency with state's Coastal Zone Management program.
