I am an Adjunct Professor/Lecturer in the graduate track at Georgetown's School for Continuing Studies. I teach course work in cybersecurity which includes aspects of policy and technical engineering. I also teach in the applied intelligence track, which includes coursework in advanced analytics that covers hypothesis generation, using geospatial information systems, and performing link and sentiment analysis.

I served as the Program Manager for AFS’s Intelligence Mission Program client. My team was comprised of cleared AFS workforce professionals in the technical, supply chain/logistics, and mission operations realms. I perform mission intelligence work in both the technology and management consulting venues. I helped clients achieve results by bringing technology and new approaches together to solve hard problems. As a PM, I managed P&L responsibilities, develop both client and Accenture acquisition products and activities, and was chiefly responsible for client delivery quality.

I was a Project Leader and Principal Systems Engineer, Architect, in MITRE's Mission Enabling Systems department, focused on technologies that support agencies in the US Intelligence Community. I currently oversee a team of computational linguists, data scientists, and system engineers that work to solve hard problems with the appropriate blend of technology, science, and rigor. MITRE, a not-for-profit corporation, operates multiple federally funded research and development centers. These centers serve in the public's interest, to help the US government with challenging issues by providing unbiased, vendor-agnostic input, advice, and assistance in the execution of projects that span dozens of federal agencies.

I served as the Enterprise Architect and manager of the Development and Integration practice for the US Nuclear Regulatory Commission account in Rockville, MD. With Dell Services Federal Government, I provided technical oversight and direction on all under-development and many in-flight projects. I worked with the NRC IT staff to craft the direction and path to execution for services and technology that we put into motion, as partners. Projects included Cloud hosting, data center development, remote access, metrics management, Physical-to-Virtual server/application conversions, networking/routing/switching/firewalls, software image development and deployment, and laptop, desktop, and server model selections.

As the Chief of the Knowledge Services Branch, managed three government staff and over twenty contractors. The Knowledge Services Branch, an organization funded to $6M annually, is the SEC’s go-to team to design, build, test, deploy, and maintain Microsoft SharePoint portal applications which ranged in scope from a handful of users to the entire Commission. The branch performed work on upwards of twenty to thirty application development projects simultaneously.Prepare budgets and project plans for multiple levels of management in the SEC, execute procurements and manage acquisitions on behalf of the government, develop statements of work for upcoming projects and contract recompletes, and serve as a certified Contracts Officer Representative Level II. Represent the branch’s projects before SEC funding and technical review boards, and participate in daily operations meetings and status functions to verify and validate the operational readiness of all SharePoint production applications and well as underlying SharePoint services, in all environments. Direct repair actions, determine troubleshooting paths and methods, set priorities for re-establishing services, and manage communications with impacted customers when the SharePoint environment is impacted by a service disruption or infrastructure capability outage.

Served as a Senior Program Manager with P&L responsibility that provided oversight, technical leadership, across a portfolio of accounts with a value of $25M. Managed a team of several consultants and multiple project managers who in turn had responsibility anywhere from seventeen to twenty-five consultants or more at any time, plus subcontractors. Responsibilities and projects included BPA contract vehicle management, information security analysis and systems accreditations, core infrastructure engineering, custom application development, software development for systems integration, and software quality testing and deployments. Accounts included projects at the Securities & Exchange Commission, the Department of Treasury, activities in the Intelligence Community, and with the US Postal Service. Within the portfolio, oversaw contracts where InfoReliance acted as both a prime and subcontractor, which included direct labor projects and vendor partners working through the BPA and other contract vehicles. Approved all invoices, contract actions, work orders, consultant assignments, client-facing management interactions, and was chiefly responsible for client satisfaction.Internally at InfoReliance, prepared project financial forecasts, project business development activities and actions, and participated in net-new and existing business proposal activities across the entire firm. In 2010 and 2011, worked on several large proposals as the overall lead, and many more as a chapter or section author. Supported twenty proposal efforts in developing past performance write-ups, technical estimations, pricing volumes, and developed new content to address client demands. Provided editorial and technical review support for proposals on a continual basis.

As Senior Delivery Director, duties included quality of IT service deliveries, review of technical estimations, and risk management actions across the entire $16M account portfolio. Provided oversight and mitigation strategies to all AFS Program Managers and Customer Directors on engagements regarding the delivery of work products, staffing, work order modifications and work environment challenges. Oversaw AFS proposals, technical estimates, and work orders as a compliance reviewer. Responsible to discover project risks, explore assumptions, and drive engagements to develop superior customer satisfaction. Served as the AFS lead Delivery capability career mentor, providing the leadership direction on delivery methods and best practices in client consulting engagements.As an Account Director, led multiple technical infrastructure and application/integration projects simultaneously and was responsible for the leadership and management of all activities at these accounts. Advised clients in information architecture design and implementation where security, integrity, availability, assurance, and data management/sharing/collaboration systems were brought together using Microsoft-based solutions. Activities included forecasting opportunities to formulate budget, proposal development (RFIs and RFPs) including technical estimation, assembling work breakdown structures, producing requirements traceability matrices, and managing AFS internal deal economics reviews by deal stage. Oversaw work order generation activities, conducted budget forecasts, obtained internal/client approvals, coordinated internal staffing and human resources/recruiting to obtain consultants, managed and processed invoices and internal cost controls, finance coordination, contracts approvals, and risk tracking activities. Exceeded personal revenue target a full quarter ahead of Avanade’s 2010 fiscal year, across five simultaneous government customer account activities, attaining 135% of plan.

Provided policy interpretation and engineering services in support of the National Industrial Security Program Operating Manual (NISPOM), Chapter 8 at the Defense Security Service (DSS). Chapter 8 specifically deals with Automated Information Systems Security for commercial industry firms that process classified data for the US Government. Nearly all government contractors that process classified information are held to the tenets of NISPOM and DSS is the NISPOM’s executive agent for certifications and accreditations. Supported business activities within the Industrial Security Program including metrics, data management, project management/timetables, process management/improvement, and work-product staffing (Memorandums of Agreement/Understanding, policies, external communications, etc.). Served the DSS Technical Director as the firm’s lead subject matter expert. Researched and provided the Technical Director’s staff with guidance and suggestions on the application of the NISPOM as well as the DoD’s DITSCAP process, and the Intelligence Community’s DCID 6/3 information assurance policy in regard to the processing of classified information.

Served as a consultant within the IC on affairs concerning network designs, information assurance, and systems engineering for the Intelligence Community Collaborative Operations Network (ICON) office. Acted as the Information Assurance (IA) lead for the collaborative IC architecture of the future. Performed investigation and analysis of IA techniques and policies, and provided studies and concept-of-operation products to the ICON office. Represented the ICON office at various Intelligence Community panels regarding IA, including public key infrastructures, information security policies, and secure implementation issues. Assigned to the IC Multi-IntelligenceAcquisition Program (IC MAP) as the TASC Information Security Team Lead. Participated in the initial development of an information security concept of operations, network accreditation plan, and selected information security practices and technologies to be used in the system. Managed a team of two full-time information security professionals in support of the client.

In this role, the Agency did not suffer degraded services or availability of their information resources as the result of any attempted attack, internal or external, by any electronic, human (socially engineered) or computer-based means. Developed agency information assurance policy, training and oversight. Acted as lead on all Agency information assurance protection methods, including education and awareness, incident responses, technical security designs and details, and day-to-day information security operations.Managed a staff of nine professionals, each charged with the duties of preparing education and awareness seminars, monitoring and indexing various system logs, administering the Agency’s electronic boarder devices, examining and utilizing open-source and government-only intelligence relating to vunerabilities. Oversaw network accreditations, incident or event investigations, produced technical or procedural proposals, and configuration management support. Directed the security operations of computational systems, classified and unclassified. Spoke or participated in industry conferences and published articles for information security or data management, for both government and industry presses.

Founding manager of CAC’s Advanced Concepts Group. Supported the Agency’s CIO for all projects relating to web-enabled applications, data management, database design, and collaborative technologies. Supervised nine full-time technical professionals. Produced white papers, managed product showdowns, and developed project plans to integrate new IT capabilities into the Agency with minimal impact and maximum benefit. Developed and oversaw business process reengineering, configuration management policies, and version control practices for application development. Implemented DARPA’s first operational hierarchical storage management system, as well as their first standards-based multipoint video teleconferencing services.

At VTEL, I first worked as a HQ-based sales support engineer across the entire product line. As engineers in the field ran into issues, they would work with me to coordinate core engineering support tasks at the Austin, Texas-based office. I was later assigned to the single-board videoteleconferencing design team, where I helped to bring the entire offering to market. I supported the beta users as they reported findings with the product, and worked with many of VTEL's resellers on how to get the product into their own pipelines. I supported industry tradeshows across the US and demonstrated the product for auidences large and small.
