Supported the merger of a $500 million, 323-FTE National Preparedness Agency into FEMA.Successfully led initiative to increase national preparedness by directing several federal program portfolios that implement the 9/11 Act and the Post-Katrina Emergency Management Reform Act. Developed, managed, and leveraged an effective outreach strategy that highlighted agency and political goals, emergency management measures and doctrine, and policy debate on Capitol Hill.Served as agency liaison to White House Homeland Security Council Positively facilitated once-hostile lines of communication between agency officials and congressional oversight committee staff. Increased cooperation between the agency and Congress on policy matters.

Managed policy communications between Office of the Attorney General and Deputy Attorney General with the Nation's United States Attorneys. Advised U.S. Attorneys on a variety of policy, management, legislative, and political issues. Managed the project development of a National web-based management system for senior Department staff. Directed communications to and with Congressional officials on Capitol Hill and in the press.

Under the Presidentís DNA Initiative, co-authored model legislation that created uniform evidence collection practices for missing persons and unidentified dead cases. Legislation was introduced in several states and the District of Columbia and served to lower the national backlog of cold cases.Liaison to several victim's rights organizations including America's Most Wanted. Managed agency's external communications and policy in correspondences, speeches, publications, and conferences.

Collaborated with White House staff on protocols to support the ticketing of senior political officials for all events and festivities including inaugural balls and Presidential swearing-in ceremony.Commanded organization of 20 staff that provided for the ticketing of approx 4000 political appointees.

Recruited by White House to lead operations for all political and grassroots activities in the in the St. Louis and Kansas City metropolitan areas. Implemented voter outreach tasks such as phone calls, door knocks, and e-outreach. advocacy outreach through micro-targeting measures (using consumer data to find new voters and poll voters on issue importance).Commanded a multi-tiered GOTV organizational effort that steered a seven-point margin of victory and touched over 5 million voters in the final 72 hours of the election. (Over 16,000 volunteers).Orchestrated more than 20 campaign events involving the President, Vice-President, and campaign surrogates (Senators, members of Congress, spokespeople, campaign officials).

Drafted and oversaw Senatorís constituent correspondence and public speeches on issues involving the judiciary, civil rights, national security, immigration, election policy, and criminal justice issues. Personally accompanied Senator at public appearances and media events. Served as staff liaison to constituents and stakeholder groups in Washington, DC on policy matters.
