We, the Victory Partnership Alliance, are an independent non-profit organization registered in the country of Georgia, organized to advocate for and conduct activities that support wounded Georgian Soldiers and their families. Why we do what we do:Georgia’s brave Soldiers serve in difficult and dangerous places in order to protect the homeland, confront aggression, and promote peace. Their service is consistent with the core values of their country. They serve in the interest of all Georgian citizens. When they are wounded in the service of their country and return home, they face extraordinary challenges in dealing with their life altering condition. The obligation to honor the sacrifices of these brave warriors is the responsibility of all who benefit from their service. Government organizations alone cannot fulfill this obligation. In fact, the obligation rests with the whole of society. Non-Profit, private business, and individual citizens can play a vital role in supporting wounded heroes to help get their lives back. It is this belief that inspired our organization to action and forms the core purpose of our mission – helping society fulfill its obligation by building partnerships to deliver much needed support to wounded heroes and their families.

This typically includes formal coordination relationships, hosting academic visits, studies, internship program, and similar academic programs.- Public-Private Partnership Program: Primary interface between U.S. EUCOM and private sector organizations in non-procurement relationships. This includes collaborating with private industry on areas of mutual interest, coordinating the participation of private industry in the EUCOM Joint Exercise Program, Collaborating with the Defense Business Board and other key stakeholders across the Department of Defense enterprise to advance public-private partnership concepts and relationships.- Civil-Military Affairs Strategy: The proponent for Civil Affairs capabilities for the European Command area of responsibility (Europe, Eurasia, and Israel). This includes developing strategies to integrate this capability into the command's Theater Campaign Plan, Joint Exercises, and other areas in order to foster enhanced civil-military relations to meet the command's strategic objectives.- Unity of Effort: Developing concepts, processes, procedures, and tools for effectively integrating non-governmental mission partners into a Unity of Effort approach (Comprehensive Approach) without the Unity of Command.

Responsibilities : Selected as the commander of an organization of 500 people that included a variety of skills and expertise organized to provide care, rehabilitation, and reintegration of an average of 350 wounded and injured Soldiers and their Families.Results :- As the leader of a new organization created to solve a problem of national significance (inadequate care of wounded Soldiers), built the organizational systems from the ground up to effectively rehabilitate and transition wounded Soldiers.- Recognized as one of the best commanders for a wounded warrior battalion by the CommandingGeneral of the Warrior Transition Command (Responsible for wounded warrior care at the national level).- Implemented Lean Six Sigma practices throughout the organization which resulted in five significant best practices that were adopted by the Army for implementation nation-wide, benefiting tens of thousands of Soldiers and their Families.- Developed successful innovative partnerships with community organizations, businesses, and thepublic to deliver improved support and opportunities for wounded Soldiers.- Conceived and initiated a partnership program with the Roosevelt Warm Springs Rehabilitation Institute for conducting adaptive sports programs and family retreats that are still going strong after five years.- I learned how to work through extremely difficult and sensitive leadership challenges - at the root of every leadership dilemma is a human being(s) - they are who define you as a leader.

Multi-National Corps - Iraq (Cj9)

Responsibilities : Served as the lead planner for Multi-National Corps - Iraq for establishing multi-national, Interagency Provincial Reconstruction Teams (PRTs) in nine provinces in Iraq. Developed and implemented Interagency strategies and operating concepts to improve stability in violent and hostile regions in Iraq. Worked directly with Iraqi Prime Minister's Office and National Security Office to develop their strategic planning capability.Results:- Established and resourced 9 PRTs across Iraq, enabling them to conduct stability operations andtransfer control to Iraqi Provincial Governments.- Developed an Interagency coordination concept that was approved by the Corps Commander andproposed to the U.S. Ambassador to Iraq. The concept was implemented with some modifications.- Led the U.S. Government effort to implement the Focused Stabilization operating concept intended to stabilize 10 key cities in Iraq. The effort resulted in coordinated city plans that integrated interagency and multi-national contributions to stabilize violent areas in Iraq.- Improved the Iraqi Prime Minister's Office ability to conduct strategic planning by focusing efforts on multi-lateral partnering to achieve secure and stable environments.- I learned how different organizational cultures can impact getting results, and techniques to overcome cultural resistance.
