Responsibilities as Section Chief require a multi-focus lens, ranging from strategic planning, application design and development, project management, vendor management, application support, and development of technical RFO’s. Daily tasks range from end-user support, business analysis, project/program management, technical design, building, and deployment of agency applications in Salesforce, MS Power Platform, as well as support administration of multiple vendor hosted systems.

As the Assistant Chief for the Innovation and Application Services Information Technology team, I am responsible for the implementation and management of innovative technology, meeting the complex technology needs for law enforcement and regulatory compliance agency partners. High level responsibilities encompass:• Leadership and management of the first Cloud Technology Program for the agency, providing the ability to host CJIS applications in a government cloud environment• Strategic planning and management of all custom application services• Implementing DevOps principles and practices• Leadership of a large application development team, supporting over 100 custom software applications, as well as COTS applications• Contract development and monitoring• Vendor performance and relationship management• Legislative analysis• Continued development and management of the IT Work from Home Program• Management of the IAS division budget• Development of policies and procedures• Knowledge of local, state and federal laws and regulations relevant to the business areas the IAS team supports• Relationship building and management with divisional business partners

Manager of the Information Technology Systems Engineering team responsible for innovative technology research, solution architecture and technical lead subject matter expertise. High level responsibilities encompass:• Providing technical lead assistance through the development of systems design and technical requirements• Building strong relationships with business areas by providing subject matter expertise in the evaluation and implementation of custom and COTS solutions• Assist business areas with the transition from legacy application systems to current technology solutions through migration planning, implementation support and legacy data conversions and data disposition• Provide COTS Program Management for solutions purchased and implemented in DPS Business Units.• Review of all agency contracts that contain IT components to ensure all products or services obtained will meet the IT requirements supported by the Agency• Provide detailed assessments of technology solutions requested by DPS Business Units by fully understanding the business problem presented by the customer. Complete technical research and provide multiple solutions for consideration that would address the business problem and meet Agency technology standards and support Build vs. Buy decisions• Responsible for the research and planning for the implementation of new technologies, such as cloud storage, that will benefit the entire agency through process improvements and cost reductions

Manager of the Information Technology Business Analysis team responsible for the elicitation, documentation, analysis and verification of all forms of requirements for software development projects. Responsibilities included:• Management of a medium sized team of business analysts assigned to software development projects• Development of standards and templates that are used to support the documentation of requirements for software development projects• Estimation and scoping of efforts for projects requested by DPS business partners• Development of processes used to support the software development lifecycle including the integration of project management, business analysis and quality management functions• LBB Liaison and subject matter expert for the Major Information Resources Projects for TXDPS

Lead IT Quality Management Analyst responsible for multiple aspects of the IT Quality Management process, primarily in the business process development, metric development, project process and quality compliance areas. Responsibilities included process analysis and re-engineering, development of gate review compliance policies, re-institution of compliance with TGC Chapter 2054 (Major Information Resource Projects), development of IT Governance metrics and the skills development and mentor-ship of Jr QM Analysts

Lead IT Business Analyst responsible for multiple aspects of the business analysis process, primarily in the Criminal Law Enforcement and Regulatory business areas. Responsibilities included aligning the needs of business partners with IT delivery capabilities through the process of requirements elicitation and development, process engineering, cross-functional team leadership, structured change management and leading User Acceptance Testing for custom solution implementation.

IT Applications Development Group Manager responsible for multiple aspects of the WIC IT Application Development teams. Primary responsibility was the management and on-going development and support of 600+ fielded system deployments across the state of Texas. Responsibilities also included the management of the WIC Data Center, Disaster Recovery Capabilities, Federal Audit Compliance Coordinator, Resource Management, Department Budget Planning and Management and the development and institution of change control for the WIC program.
