Program value approximately $10M-$15M annually, 10-20 engineers (steady state) with up to 50 engineers at peak times, serving a network of 10 operational sites.

Technical management of projects to develop and deploy software-centric Earth Observation Satellite Ground Station solutions. Projects varied in size and complexity, from < $1M/6 months to $10M/24 months, with a trend toward larger and more complex projects over time. Proven track record of successful project execution. Responsible for delivering project scope within schedule and budget constraints. Work directly with prime contractor and end customer stakeholders to define system and project execution requirements, and lead development teams to design and implement the resulting systems. Project execution based on authoring technical management plans, tracking work against plans, and corrective actions as required. Decomposition of full project scope into Work Breakdown Structure (WBS), definition of work packages, identification of task dependencies, allocation of work to team members, and scheduling of work accordingly. Day to day management of cross functional teams software engineers, system engineers, hardware engineers, and system integrators. Ongoing identification, management, and mitigation of project risks.

Led the integration and test phase for multiple Earth Observation ground station projects. Included planning and executing the activities to integrate multiple software subsystems, managing teams of up to 5 engineers to perform those activities. Authored test procedures for various levels of test (system test, acceptance test) and led the execution of formal acceptance test events with customer witnesses.Participated in site deployment activities to deliver and commission software systems, including the production and delivery of system training, and operations support for fielded systems at customer sites.

Responsible for defining and managing technical solutions for multiple Earth Observation ground station projects of various scope. Elicitation, specification, and triage of system requirements, authoring interface specifications, system/software design documents at both the system and subsystem level, test plans, user/administration manuals and training material. Planning, measuring, recording and analyzing system technical performance.
