Being a member of the small but mighty group managing what is arguably our community's most valuable resource, gave me the opportunity to work on a slew of projects of varying scale and complexity. There were many projects which catered to my penchant for process improvement and just as many opportunities which honed my skills as a project manager. From developing a digital repository for tracking the City's ownership of water across all departments to managing the Utility's first foray into assessing the impacts of climate change on the reliability of our water supply, there was never a dull day in the Water Resources Division at Fort Collins Utilities. Project ManagementManaged multiple simultaneous projects and project sub-tasks. Organized and facilitated meetings to present project status and address client concerns. Tracked budgets, directed junior staff, managed online file structures and data exchanges via SharePoint, APAN, and ftp servers. Developed multiple client reports, project summaries, and presentations. Developed and administered complex database of land use / land owners for the Missouri River Basin. Large projects:DSI EdirnePerformed as a technical lead in the development of a real-time river forecasting system of the Ergene and Corlu rivers for DSI Edirne, the local water management agency in northwest Turkey. Managed the development and calibration of a nearly 175 river mile MIKE 11 unsteady flow model, including operations for four irrigation and flood control reservoirs. Collaborated in the development and calibration of the NAM rainfall-runoff model of the Ergene river basin, draining nearly 6,690 square miles. Led portions of a five day training workshop for DSI employees in Edirne, Turkey, covering the MIKE by DHI suite of software including MIKE 11, NAM, and MIKE Customised.Tennessee Valley AuthorityDeveloped sections of a 1,900 river mile unsteady flow HEC-RAS model for the Tennessee Valley Authority to assess downstream water levels under multiple dam failure scenarios. Modeled rules based operations for 28 reservoirs in series and parallel, totaling 100 scenarios comprised of Sunny Day Fail/No Fail and PMF Fail/No Fail. Coordinated multiple simultaneous modeling tasks, both in-house and with sub-contractors, including coding new rules logic, reviewing model sections, and merging all model sections for final deliverable.

Louisiana Coastal Protection and Restoration AuthorityDeveloped a 2D finite element model (RMA-2/RMA-11) of a portion of the Louisiana Gulf, including hydrodynamics, salinity transport, and water temperature. Organized model production runs for three-year simulations of seven future-with-project and future-without-project scenarios, including three extents of relative sea level rise per scenario. All modeling performed in a LINUX environment. Managed, processed, and analyzed large amounts of hydrometeorological input data and model output using HEC-DSS and MS Excel. Developed and coded multiple MS Excel macros, dramatically expediting pre and post-processing of model data, including statistical processing and analysis of model output. Prepared multiple client presentations, including final model calibration presentation and report for LCPRA and USACE.

Education/OutreachOrganized and participated in tour for CSU students and professors of Colorado Water District 3 with Water Commisioner, George Varra. Grants/AwardsAwarded $5,000 from the National Institutes for Water Resources (NIWR) for research proposal – “Environmental Impacts of Ag-to-Urban Water Rights Transfers in the South Platte River Basin”.Final Thesis“Quantifying the Relationship Between Irrigation Activities and Wetlands in a Northern Colorado Watershed: Assessing This Added Value of Irrigation”Employed non-linear and multiple-linear regression to explain the variability in size of “incidental” wetlands in response to irrigation application and infrastructure, based on geo-spatial characteristics. Evaluated the economic impact of changing wetland size for various scenarios, including increased conveyance and application efficiencies, based on use and non-use values (willingness-to-pay). Utilized ArcGIS 9.3 and 10 for extensive geo-spatial analysis, including watershed delineation and spatial statistics, as well as defining and compiling all geo-spatial characteristics. Coded all statistical analysis in MATLAB, as well as data visualization/graphics generation.

Led three to four lab sections a week, instructing as many as 30 students in each section. Taught labs covering the following topics:• Land surveying, including instruction on the use of basic levels, theodolites, and total stations.• Data management and processing in Excel, including using Visual Basic for Applications (VBA) to write condition specific Macros.• The use of MATLAB to implement statistical and probability methods, including the estimation of parameters for various statistical distributions and generating random samples from those distributions, as well as the application of simple linear and multiple regression for building empirical models.• The use of ArcGIS for spatial data collection, organization and analysis, as well as the basic functionality of ArcMap and ArcCatalog for the generation of maps and other graphical tools.

Illinois River WatershedPerformed nutrient mass-balance study on 1,644 mi2 watershed, spanning two states and seven counties. Authored technical document referenced in multiple expert witness testimonies in ongoing litigation between Drew Edmondson vs. Tyson Foods, Inc., et al. Deposed on final report and findings on September 10, 2008.Other Project Engineer responsibilities:• Completed multiple Phase I Environmental Site Assessments on both vacant and occupied properties.• Developed US EPA RCRA required Contingency Plan and performed Environmental Audits for industrial clients. • Performed large scale geo-spatial data management, including ArcGIS software applications. • Responsible for full project life-cycle, from initial proposal and budget submissions to final deliverables, including technical reports and project presentations.

AB Jewell Drinking Water Treatment FacilityEvaluated volumetric life span of terminal drinking water reservoir. Performed bathymetric survey, assessed short-circuiting and sediment-loading rate in the reservoir, correlated turbidity and total suspended solids. Technical report and findings used as guideline for future work, including possible dredging.
