• Secured and managed $8.5 million federal award to advance local, state, and federal policies concerning juvenile and adult reentry systems, policies, and programs• Doubled and diversified staff to 34 positions members and managed contracts• Led division that supported hundreds of federally-funded reentry programs, initiated employment and juvenile reentry projects, and oversaw national reentry website• Met with congressional staff members to support appropriations and reauthorization of federal Second Chance Act• Re-engaged employers, prosecutors, and law enforcement as key stakeholders in reframing reentry as a public safety and workforce development strategy.

Rockville, Maryland

• Oversaw a 171-bed correctional work release facility and a non-residential home confinement program that served violent and violent local, state, and federal inmates• Managed $7 million budget, 70 full-time employees and interns, and contracts• Ensured compliance with state, federal, and national accreditation correctional standards – among the first in the country to pass Prison Rape Elimination Act audit• Updated and aligned programs with evidenced-based practices • Wrote grants and received federal, state, and private awards to support reentry• Developed and implemented internet labs, partnerships with community college• Sponsored MD law to allow inmates in the work release to possess cell phones• Represented department at county’s victim advisory board meetings • Hosted hundreds of domestic and international correctional delegations at the request of the US State Department and American Correctional Association• Chaired Research/Performance committee on gubernatorial MD Reentry Task Force.

• Developed and oversaw education and reentry programs at a 2,000-bed jail• Supervised dozens of custody and non-custody staff• Served on command staff and assumed scheduled 24/7 duty officer responsibilities• Negotiated and oversaw contracts for halfway house beds to support reentry• Wrote and received state and federal awards to support reentry programming (announced in person by the late Senator Ted Kennedy)• Implemented inmate computer LAN in 15 classrooms in the jail’s education area• Assisted in writing and supporting state law requiring literacy testing of jail inmates • Served on Massachusetts’ Governor’s Commission on Corrections Reform.
