Presently serves as the Chief, Jails Division of the National Institute of Corrections (NIC) and is responsible for the management and supervision of the Jails Division which includes program planning and policy development, cooperative agreement and contract administration, personnel and fiscal management operations, technology utilization and program evaluation, professional contacts with national state and local agencies and organizations, and contacts with the media and public. More specifically, he is responsible for supervising the NIC protocol for all training programs conducted on and off site and all technical assistance activities conducted by the Jails Division personnel and contracted staff nationwide.

Afghanistan

Served as Special Advisor- Embedded Manager for the US Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), Corrections System Support Program (CSSP), Capacity Building Team. The CSSP Capacity Building Team was charged with building sustainable institutional capacity and effective, sustainable leadership for the Islamic Republic of Afghanistan’s General Directorate of Prisons and Detention Centers (GDPDC). As the Embedded Manager, he served as the primary mentor to the GDPDC Director General and oversaw the daily mentoring of GDPDC executive leadership being performed by senior American and Afghan advisors under austere and hostile conditions. These advisors supported correctional programs and industries; internal affairs; operational security; records and classification; training programs; health care; gender responsive programs; juvenile programs; and management (finance and human resources). Additional responsibilities included the promotion of human rights, transparency, de-radicalization of national security threat prisoners, and best practices consistent with international rule of law. In carrying out these duties, he met with senior Afghan officials and provided direct mentoring as needed. Further responsibilities included the direct oversight of the US INL humanitarian aid program to include responsive distribution of $4.7 million annually in relief to vulnerable populations.

Provided executive leadership in support of the director to ensure the efficient and effective administration of the Public Safety Performance Project (PSPP), which is an operating project of the Pew Charitable Trusts that seeks to help states advance fiscally sound, data-driven policies and practices in sentencing and corrections. The project supports in-depth research and public and policy-maker education to help states increase public safety, manage corrections spending and hold offenders accountable. Respective duties included proactively identifying and implementing business process improvements, stewardship of an $18 million dollar budget, staff supervision, contract and sub-grant development and monitoring, budgeting, personnel recruitment and on-boarding, fundraising, project management, and ensuring compliance with Pew administrative policies, to include lobbying reporting, and ethics laws.

Sacramento, California Area

Appointed by the Governor of California and charged with the creation and administration of the Red Team, the interagency body charged with coordination and implementation of key correctional financing initiatives, specifically the $1.1B AB-900 Local Jail Construction Program and SB-81 Local Juvenile Detention Facilities Construction Program. Built a coalition among Sheriffs across California—gained their support for Governor’s plan to initiate limited construction of new jails; simultaneously generated $650M in State Public Works Board bond funding. Successfully led two interagency IT and policy teams charged with ensuring budget and contractual alignments and re-baselined the scope, schedule and $900M budget of two of the State’s largest IT projects: (1) CDCR Business Information System, a SAP application, and (2) Strategic Offender Management System—ensured contractual alignment of CDCR strategic objectives in strengthening business process results.Spearheaded numerous operational improvements to drive productivity, reduce costs in the areas of infrastructure management, billings and payments, contracts, strategic sourcing, information technology, vendor management, registry usage, and overtime cost containment. Previously, oversaw the agency’s annual $9B budget planning and formulation process, and lead the budget and staffing realignments and restructuring of the agency’s headquarters’ programs and offices.On September 16, 2013, the California Department of Corrections and Rehabilitation formally established the Active Management and Operational Savings Branch (AMOS) within the Office of Audits and Court Compliance. As a tribute to Mr. Amos for his work in promoting cost savings, best business practices, and the reduction of waste at CDCR, titled the new branch using the acronym of AMOS.

Provided executive leadership to a $1.3 billion dollar government business services infrastructure with a workforce of 4,000 personnel, and the operational control of 21 state facilities state-wide. Provided comprehensive operational, fiscal, and emergency management oversight for the State of California’s business services to include the Division of State Architect, Information Technology Services Division, Procurement Division, and the Inter-agency Support Division which includes a wide variety of support services to include the Office of Public School Construction, and the Office of State Publishing. Duties included: serving as a board member for the Prison Industries Authority and the State Fair Leasing Authority.

Fairfax, Virginia

Founded and lead a team of professional consultants that provided expert project management, strategic planning, business process re-engineering, change management, emergency management, feasibility studies, procurement assistance, and facilitation services to public and private sector clients. Served as a senior consultant for the U.S Department of Justice; Science Applications International Corporation (SAIC); PRWT Services Inc; SAM Inc; and other confidential defense clients and non-profits.

Directed a 80-person staff charged with managing a $118 million dollar portfolio of 1,700 programs funded by 24 distinct Federal, State, and special funding sources. Restructured the agency, secured $22 million in competitive discretionary U.S. Department of Justice grants, built sustainable programs via staff development, automated business systems, and performance metrics—reversed a 3-year trend of deficit spending and adverse audit findings. Developed state-of-the-art financial management system that merged program, fiscal, and performance data for 1,700 programs—enabled staff to eliminate waste, increasing programs with positive performance indicators by 300 percent.

Administered a $3 billion dollar crime control initiative awarding State correctional agencies grants. Chaired the White House National Drug Control Strategy Demand Reduction Working Group and drew officials from criminal justice and substance abuse treatment fully into the dialogue. Designed, implemented, and administered the $1 billion Residential Substance Abuse Treatment Program (RSAT) – the largest federally-funded initiative for providing treatment for substance abusing offenders in the nation, reaching more than 100,000 offenders at 119 sites nationwide. Principle architect of President Clinton’s Initiative for Drug Free Prisons; co-author of the Attorney General’s Drug Testing Guidelines and Guidance. Stewarded $16 million in grant funded university-based public safety research and trainings which improved program efficacy and enhance delivery systems. Chaired the White House Law Enforcement in Indian Country Initiative, and was directly responsible for developing early prevention, substance abuse, delinquency and justice related programs on 15 tribal reservations under the United States Attorney General’s Circle Project.
