Deliver major components of a complex set of technology solutions directed towards reducing Cybersecurity threats to the IT infrastructure at Edgewell Personal Care, a new consumer products corporation. Mr. Small successfully delivered global monitoring resources engaging HP Arcsight SIEM system, policy development and implementation of RSA Multifactor Authentication for administrators as part of a multiyear, $2 Million effort affecting IT systems and governance standards. Other efforts included coordination of the successful relocation of data services to a hosted environment.

Introducing standards for reporting and creating a program structure to ensure delivery of critical infrastructure services, Mr. Small employed his depth of knowledge in provider business systems and the healthcare industry to effectively deliver physical infrastructure systems upgrades, implement improvements to data centers and directed delivery of Cybersecurity programs of Mercy Technical Services (MTS). Responsibilities included development and direction of up to 10 project managers supporting 20-30 active projects with total budgets of $150,000,000. Successfully engaged and delivered project constructs for over 100 efforts from planning through delivery while constantly communicating progress to senior leadership. To serve developing staff, Mr. Small created a mentorship program that directly resulted in promotion of four mentees to business analyst roles from their jobs as call center technicians. Examples of well delivered outcomes included implementation of Solar Winds monitoring in the support center, retrofit and physical security of a new IT infrastructure warehouse in Springfield, Missouri, rebuild of multiple hospital data centers, oversight of implementation of the new Joplin, MO hospital data center and oversight of the final phases of implementation for the corporate data center in Washington, MO.

Provide enterprise wide IT program oversight and direction to the managers of 50+ active projects concurrently. Tasks included full project intake and initiation coordination, development of success measures, evaluating change requests including presentation of recommendations for adjustment to executive management review. Provide budget, scope and schedule monitoring for 100+ projects annually encompassing $55 Million in budget for major program areas including Department of Defense (Tricare) pharmacy benefits, Emerging Markets and infrastructure. Required skills for this role include providing effective communication to executive staff on best tactics to insure progress and expected results. Preparing and presenting Hands on Training for Project Managers to ensure compliance with effective management requirements is integral to the role.

Manage all aspects of client engagement in Central and Western Divisions, including senior level presentations, lead opportunity definition discussions and contract proposal presentation for support of various major corporate clients in the Health Care industry and the Government sector. Offerings include whiteboard JAD sessions, best practice analyses, merger and acquisition support and enterprise wide system conversions. Role included development of Partner relationships for Northwest Mountains region with Microsoft and HP. Engagements included providing Program Management to Blue Cross Blue Shield of Montana to lead them to a common claims platform, a goal they had been seeking for three years prior to Mr. Small’s consultation.

Recover a program in distress that threatened a multi-million-dollar WGS claims system conversion that was core to Anthem’s integration strategy. Provide business and information technology direction for the National accounts’ migration from multiple national level plans in seven geographic areas. Ten interlocking projects were in progress concurrently across the US.

Provide business and information technology direction for the Trizetto QNXT claims management system implementation at Mercy Health Plan. A further accomplishment was the implementation of a personal health evaluation website. Tasks included Project Management of multiple projects concurrently including scope definition, issues and risk management, plus user testing execution. Primary platform conversion delivered was for the Medicare and supplemental plans. Analysis of claim payment accuracy and development of business intelligence tools to assist the analysis and ongoing monitoring were contributions made by Mr. Small that was critical to success.
