Led 40 criminal investigators, task force officers, and support staff as well as executed multiple budgets, procurement, and project management for investigative efforts against transnational criminal organizations, terrorist groups, and hostile foreign intelligence services attempting to exploit legitimate international trade, travel, and financial infrastructures. Directed significant counterterrorism related national security investigations, which were awarded nationally by the FBI Director and HSI executive leadership. Directed a highly publicized counter-proliferation interagency investigation and coordinated the international government efforts relating to the arrest of a Top 10 weapons of mass destruction (WMD) proliferator supplying a rogue nuclear program. The case received national recognition through an HSI Executive Assistant Director’s Award and the intelligence community. Exceptional management of HSI’s export control and sanctions enforcement overseeing approximately 2,600 of the most national security impactful criminal investigations to prevent hostile countries, terrorist organizations, and violent transnational criminal syndicates from obtaining sensitive U.S. technologies, goods, and finance. Subject matter expert in Departments of State and Commerce export control regulations as well as Office of Foreign Assets Control (OFAC) sanctions regulations. My efforts resulted in the receipt of the Assistant Secretary’s Excellence in Law Enforcement Award and National Counter-Terrorism Center Director’s Unit Citation. HSI Liaison to the President's Proliferation Security Initiative interagency task force to designate persons and entities for OFAC sanctions relating to export control as well as terror finance violations. My efforts resulted in the receipt of the Assistant Secretary’s Excellence in Law Enforcement Award and National Counter-Terrorism Center Director’s Unit Citation. Led the cross-functional review and reinvigoration of the CPI national investigative program through a three-pillar strategy of resource identification, prioritization of threats, and results oriented program assessment. The strategy revitalized the program and positioned HSI as the lead law enforcement agency in export enforcement. Led the creation of the National Export Enforcement Coordination Network integrating law enforcement, the intelligence community, and regulatory agencies for de-confliction of investigations and export control efforts, which avoided duplication of work, loss of financial resources, and protected undercover personnel. Excellence in this program led to its incorporation into the President’s Export Control Reform Initiative under the auspices of the Export Enforcement Coordination Center (E2C2).SME instructor at FLETC, FBI Academy (Quantico), and Joint Counter-Intelligence Training Academy.
Resident Agent In Charge (Gs-14), Office Of Professional Responsibility
Directed all regional corruption and personnel misconduct investigations for three Homeland Security component agencies. Oversaw a field office consisting of 12 agents and support personnel while proactively executing a budget, identifying required resources, operational travel, training, temporary duty assignments, a fleet of vehicles, equipment, personnel evaluations, and ensured requirements were exceeded. Authored and led a certified undercover operation, which identified importers seeking to exploit a vulnerability in the importation process. The operation culminated in importers being charged with bribery and smuggling violations as well as seizures totaling in excess of $130 million in counterfeit Microsoft and Symantec software, the then largest intellectual property rights violation seizure in U.S. history. Awarded the U.S. Customs Commissioner’s Top Unit Citation.
