Stephen is an accomplished professional with more than 20 years of business and legal experience. He has extensive background in technology transactions, data privacy, cybersecurity matters, general commercial law and complex litigation. Stephen's experience includes managing corporate legal affairs, complex commercial transactions, regulatory compliance, employment, litigation, intellectual property and licensing. Stephen also has experience in both public and private sector organizations.Stephen is currently Vice President & Deputy General Counsel at WMATA, the second busiest transit system in the United States, where he leads a team of 15 attorneys and staff and provides trusted legal advice on everything from internal business operations (including IT, HR, Procurement), regulatory compliance, environmental, permitting and zoning issues, to complex litigation matters and board of directors support. He came to WMATA after serving as Head of Legal and Senior Legal Counsel for the North American region of Unify, a global communications software & services company that was later acquired by Atos, a €12 billion publicly-traded IT consulting & managed services firm.Prior to moving in house, Stephen was an attorney in private practice primarily advising technology and communications clients, including telecom carriers (VoIP and wireless), mobile ad networks, app developers, cloud service providers, content providers, advanced networking consortia, data service providers, wireless device manufacturers, and other emerging technology companies. Stephen advised these clients on a wide range of legal, regulatory, corporate and policy issues relating to communications, data privacy, technology, e-commerce, and intellectual property (copyright, trademark).
