Responsible for over 90 Affordable Housing and Social Service facilities located across 12 Western WA State counties. Ensure compliance with funder and investor contractual obligations and provide timely and accurate reporting. Create and monitor budgets for each facility. Collaborate with numerous internal departments to maintain Best Practices in Property Management. Participate in decisions related to acquisition, refinancing or re-syndication. Track capital reserves and create plans to effectively utilize these funds to maintain the facilities for decades into the future.

Oversee operations of affordable housing facilities in three NW Washington counties serving various populations including; low-income workforce, senior, veteran, farmworker, mentally-ill, and formerly homeless. Responsible for: Annual Budgets exceeding $3 million; Tax Credit, HUD & Fair Housing Compliance; Leasing and Management of over 350 apartments and 12 commercial spaces; Asset Management, Capital Needs Assessments, Facility Maintenance and Project Management; Management of Contracts and Agreements with City, County, State, and Federal governments as well as private investors and various non-profit agencies; Hiring, Training and Supervision of approximately 20 staff in fields of Management, Maintenance, and Resident Services; assist development staff with siting, acquisition, and financing for development of new facilities from conception on through to full lease up.

Appointed by the Whatcom County Executive to serve on this Work Group tasked with providing recommendations to County for revamping the Transfer of Development Rights program which has been underutilized. Recommendations were put forth for changes to the program policies as well as related changes to the County’s Comprehensive Plan. These recommendations, if fully adopted by the County, will lead to increased usage of this program which will provide the dual benefit of improving access to land for home building while also protecting parks, farmland, and sensitive environmental sites.

Provided leadership to create a new 42 unit permanent supportive housing facility in Bellingham, WA to fill a missing link in the Continuum of Care offerings for Whatcom County. Withstood NIMBY opposition to the above project and nurtured community partnerships to build broad support leading to fruition of the project.

Participated as farmer mentor and advisor for the creation of ‘Food-to-Bank-On’; now a project of Sustainable Connections that has incubated dozens of new farmers since it’s inception.Advisor for consistently growing loan and grant program for Whatcom County farmers.

Participant in the long-term process to create a coordinated entry system for Whatcom County homeless while providing general recommendations to Whatcom County Executive for housing policies.

Provided Farmworker housing experience and perspective for creation of Skagit County Farmworker Housing Action Plan.

Responsible for: Marketing & Sales; Hiring, training and supervising staff; crop production schedules, implementation and harvest; adherence to food quality and safety standards; equipment and facilities maintenance and repair; bookkeeping, payroll and taxes.

Lead participant in the creation of the Bellingham Farmer’s Market that became the third largest Farmers Market in the State of Washington in its first year of operation (many other new markets have now overtaken this market’s position in the state).
