Examples include:• Leading major cities in developing new 311 platforms that modernize the underlyingtechnology, improves customer interaction and ways to create service requests, providesenhanced data analytics for internal review of performance, and prepares the municipality forthe development of predictive analytics and machine learning within the 311 environment;• Working with a mid-sized, Texas-based transit agency to develop a data lake to establish adata analytics center of excellence to improve customer experience, ridership, and reduceannual expenditures;• Working with an East Coast state to transition to managed care instance of Medicaid, developing performance dashboards to monitor desired outcomes, and establishing a data repository for the purposes of reporting.

• Led a performance and process analysis project for a mid-sized, West Coast county government.Iteratively analyzed every department in the county with a focus on worker performance, processimprovement, technology enablement, cost reduction, and migrating to a zero-based budgeting model.Concurrently managed the team relationships with the elected officials of the county, as well as theexecutive leadership appointed by the elected officials.• Led an engagement to provide a review of educational, vocational, and rehabilitative programmingprovided to inmates in correctional facilities for a Department of Corrections of a state government. Theproject resulted in a novel model established to OCR hundreds of thousands of paper documentsspanning decades to analyze the entire program for improvements to be made. Concurrentlycoordinated with jail and prison leadership, as well as the Secretary of the Department of Corrections forthe state government.• Led a performance, process, and technology assessment of a department in a large municipalgovernment. Coordinated with department, executive, and elected leadership of the municipality tounderstand and document business requirements and develop a plan and path for process andtechnology modernization.

• Lead department and enterprise level process improvements using Lean Six Sigma methodology and Tableau. Focus on direct cost savings with over $17 Million saved to date. Guides executive and front-line staff performance, cost-saving identification, KPI establishment, and education to achieve the goal of balancing a revenue-capped budget while continuing to deliver excellent services to a growing population of citizens. Some projects include reduction of testing time for sexual assault kits, the establishment of a dynamic routing system for solid waste collection, reduction of police and fire response times, and the establishment of a performance-based budgeting system for the City of Houston’s $4.9 Billion budget• Led Mayor Turner’s organizational strategic alignment and planning efforts while balancing governance and political issues, and simultaneously working to identify true risk while ignoring noise.• Led the identification, wrangling, cleansing, and analysis of all data related to Hurricane Harvey, established a citywide level of affectedness to advocate to State and Federal level officials for the appropriate amount of allocation of disaster relief funds.• Manage team of subject matter experts during feasibility, cost, and legal analysis of the construction of a Justice Complex.

Managed Tax Increment Reinvestment Zones, Management Districts, and negotiations for the investment of time and taxpayer dollars into private businesses.• Set strategy, managed, and audited over $250 Million of capital expenditure inside the contiguous boundaries of reinvestment zones with priority on the improvement of the quality of life and services for citizens.• Negotiated $700 Million of direct investment into the local economy with businesses ranging from small (less than five employees) to multi-national corporations. Directly incentivized $25 Million of public right-of-way improvements from sidewalks to sewage lines.• Led the City of Houston’s response to the 2016 Tax Day Flood crisis. Managed interagency coordination, victim relief and long-term recovery, and established after-action reports that improved processes and better positioned the City for response to future disasters. Appeared in more than 20 TV, print, and radio media stories.

Negotiated the timeline for the closure of the City jail.• Redesigned programming and funding of the City of Houston’s Re-Entry Program to ensure successful reintegration of felons returning from prison. Performed ad hoc financial due diligence on projects, and politically vetted policy proposals for risk.• Designed and executed multiple public awareness initiatives to affect cultural changes among citizens. Worked with County and State elected officials to raise public awareness of texting while driving. Managed partnerships with multiple corporate partners to enhance quality and consistency of message.

I am running for Texas Congressional District 8 because I want government to represent citizens again. I believe in a government that runs as efficiently as a small- or mid-sized business in America, and makes the best use of tax dollars. I believe in our elected officials putting the lower and middle class first in everything they do, and I believe in raising the economic floor for all Americans. America used to be a country of realized hopes and dreams, and I want to ensure that future generations can put their best foot forward.
