Developed and managed Lakeland Electric’s program ($80M) for NOx compliance with EPA’s Clean Air Interstate Rule (CAIR). This included retrofitting low NOx burners and overfire air ($8M) and Selective Catalytic Reduction system ($72M) to a 365 MW coal-fired power plant. Directly responsible for all technical and commercial aspects of program execution including all contracting, design, permitting, construction, and commissioning. Program was successfully completed within schedule expectations and 3% below budget.

Project Manager for City of Lakeland’s 339 MW combined cycle (Triple Pressure HRSG) conversion ($112M) of 249 MW Siemens-Westinghouse 501G combustion turbine. Directly responsible for bid document preparation, bid evaluation, contract negotiations, and all technical and commercial aspects of project execution including plant design, permitting, construction, and commissioning. Plant began commercial operation in April 2002. Project Manager of $15M New Combustion Byproduct (Ash) Landfill Project for McIntosh Unit 3 coal-fired power plant (365 MW). Directed all aspects of project and developed strategy that led to successful “vertical expansion” of existing landfill thereby postponing a $15M expenditure to develop new landfill by several years.Project Manager of Combustion Byproduct Marketing Program. Developed byproduct sale contracts for ash and gypsum. Directed all engineering, permitting, construction, development of operating procedures, and training of personnel. Also, performed business development activities to develop customer base and established sales contracts for ash and gypsum. Ash Sale program successfully began in September of 2005. Design and construction effort ($8M) to modify unit 3 FGD system (Forced Oxidation Conversion) to produce Gypsum successfully completed and gypsum sale program implemented.
