"Liberty or Death" reenacts the Second Virginia Convention of 1775. The reenactment is performed in Historic St. John’s Church, the site of the original convention, during which Patrick Henry gave his famous speech. I’m proud to be a part of preserving this important part of American history for future generations.

Achieved passage of all measures requested by the chief, including expansion of jurisdiction, police canine legislation, and other bills. Served as agency risk manager. Managed relationships with outside counsel. Substantial responsibilities related to human resources, contracts and procurement, staff development, grants management, and internal affairs investigations.Developed and delivered training for public safety officials at all levels, including at statewide and national training events, on First Amendment, Fourth Amendment, employment law and risk management. Developed and Delivered innovative Fourth Amendment training for patrol officers as a series of practical field exercises and developed and delivered field tactical training exercises.Created, managed and delivered the Division of Capitol Police 2018 Tabletop Exercise Series. Delivered ICS 300 and 400 training and two regional emergency preparedness tabletop exercises on time and 30% under budget to over 90 participants from over 30 state, federal, and private public safety stakeholders from Richmond and surrounding jurisdictions. Responsible for all aspects of federally-funded grant from grant application through project execution and all grant reporting.

Litigator with over 100 reported federal and state cases and hundreds of appearances before the Supreme Court and Court of Appeals of Virginia and United States Court of Appeals for the Fourth Circuit. I served in several cases as counsel of record in the United States Supreme Court.

I taught Public Safety curriculum courses to adult learners, including Substantive Criminal Law, Criminology, Diversity-Based Community Policing, Comparative Criminal Justice Systems, and Principles of Police Agency Management.

Responsible for regulatory matters related to enforcement of Virginia’s hazardous waste program.
