About Sylvia Cadena
I am a seasoned international development expert with 30 years’ experience across Latin America and the Asia Pacific. I have extensive experience in fundraising, design, management and reporting at local, national and regional level, leading purposeful collaborations that strategically use the Internet and the Web for social, economical, and cultural development. I joined the World Wide Web Consortium (W3C) as Chief Development Officer in September 2024, and I will be focusing on setting direction to their expanding development portfolio across internationalization, accessibility, privacy and security for the Web, ensuring the longevity of the organization by defining a vision for financial security.Before W3C, I worked at APNIC for 16 years. During my tenure, I worked to establish the Information Society Innovation Fund (ISIF Asia); the Seed Alliance and more recently the APNIC Foundation, where I worked to expand ISIF Asia as well as to establish two additional technical community funding mechanisms that allocated close to 11M USD to close to 200 initiatives in 32 economies. I also led the design and implementation of a number of training and professional development initiatives addressing gender diversity and social inclusion in the Pacific Islands, South East Asia and South Asia. A particular highlight is the Switch! Project that continues to increase diversity and representation, supporting women and gender diverse network engineers and security professionals in their learning and to give back to the technical community.I also supported the Foundation during a leadership transition, as Acting CEO in late 2023. I finished my tenure at APNIC as Foundation Head of Programs and Partnerships in September 2024. My work to establish the ISIF Asia program was recognized by the ITU as one of the WSIS Champions on International and Regional Cooperation for 2018 and 2019. Previously, I received the 2003 IDRC Annual Award for Young Professionals. Throughout my career I have served the Internet technical community on a variety of roles across a number of advisory bodies and selection committees related to Internet Governance, innovation, women in technology and professional development initiatives with a focus on the Internet industry, at a global and regional level. I have addressed many national, regional and international conferences.

On this role at the APNIC Foundation I've led the design and implementation of initiatives that support Asia Pacific Internet development with a strong emphasis on the development of local capacity. I've led the design and implementation of community consultation processes to identify and validate areas of intervention, that were later structured as the Foundation Programs (Inclusion, Infrastructure and Knowledge).Some examples of the initiatives that have been designed, established and managed as part of my portfolio are: - ISIF Asia, grants and awards for Internet development established in 2008- Three professional development projects offering training, certification and/or mentoring): the most recent one the Switch! project, which is provides opportunities for over 160 women and LGBTQI+ Internet professionals across 6 economies in South East Asia. Other projects included the SWITCH SEA project, PACTraining and PNGTraining. These initiatives have required a problem-solving approach, to operationalize solutions that were new to the Foundation, including the on-boarding of in-country project personnel and developing new processes and procedures specific to a project, in compliance with existing policies and requirements, including the development and management of budgets, due diligence processes as well as facilitating approvals and processing of related expenditure. I have led successful fundraising efforts with donors such as IDRC, Sida, and DFAT for projects in Asia Pacific, and supported the maintenance of donor relationships though high quality, accurate and detailed project reports, both narrative and financial (more recently with the APIDTT). I've actively contributed to every step of the growth of the APNIC Foundation, including it's first strategy and operational plan.

As Head of Programs, Sylvia is responsible for the operation of programs, projects and activities that support the APNIC Development objectives, in close collaboration with APNIC’s Development Area and funding/implementing partners, such as development organizations, individual donors, foundations, the private sector and government agencies.

Consultant / Capacity Building Projects On Wireless For Development
Coordinated the establishment of the WiLAC project including research on spectrum management across the Latin America region for community wireless networks; network of professionals working on wireless for development; allocation of wireless gear to community organizations in the region and the negotiation of the TRICALCAR project. WiLAC was a project supported by EsLaRED Foundation with funds from IDRC that provided information and equipment donations for community wireless initiatives. As part of this project, I've supported the TRICALCAR initiative, a collaborative project leaded by EsLaRed with support from several APC members from LAC (Nodo TAU, LaNeta, CEPES, Colnodo) and IT64 from Sweden, with fuding from IDRC. TRICALCAR provided quality training materials and specialized workshops for community wireless entrepreneurs.

Provided administrative and technical assistance to IDRC officers on a portfolio of ICT4D projects for Latin America.

Develop an online communications platform for the Tropical Whitefly Project, under the direction of Pamela Anderson and Francisco Morales.
