• Senior CBRN/CWMD strategic, operational planning, and doctrinal advisor to the Director of the CWMD/CBRN Directorate on all matters pertaining to the U.S. Countering Weapons of Mass Destruction (CWMD) enterprise. • Works with the members of the Army Council for CWMD (ACCWMD), the Joint Staff, and relevant DOD and USG agencies to create, coordinate, and present recommended solutions to major national and theater strategic and operational CWMD and Biodefense problems. Recommendations impacted Army and Joint organization, strategy, plans, materiel development and formulation of doctrine for CWMD operations.• Represents the Directorate on CWMD WGs and committees. Keeps abreast of the latest operational theories, experiments, and study trends, which may have a bearing on regional CWMD operations and plans, with particular emphasis on active and passive defense capabilities against chem/bio agents. • Attends, participate, represent, coordinate and support Service, DOD, USG, NATO and academic WGs, workshops, and conferences for the Agency in the areas of CWMD and biodefense operations and as an expert in the field of regional/theater chemical/biological defense operations, providing meeting synopsis, EXSUMs, Information Papers or trip reports/notes as required.• Manage and provide program oversight and information technology staff support to USANCA in the execution of its responsibilities for developing CWMD and Biodefense strategies, policies and doctrine, using supplied information systems, and databases as required.

Over 28 years of documented success and excellence in leadership, planning, training, program & resource management, installation management and emergency management, serving in command and staff positions as a Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE) and Counter proliferation officer. Received Bronze Star Medal while deployed to Iraq in support of Operation Enduring Freedom and Defense Meritorious Service Medal while deployed in support of Operation Inherent Resolve.

Served as a Team Leader of a worldwide deployable Weapons of Mass Destruction(WMD) Coordination Team(WCT) providing Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) subject matter expertise, technical intelligence support, and communications in support of Unified Action Operations. Deployed to augment Geographic Combatant Commands, Army Service Component Commands, Joint Task Forces, Brigades, Groups and other governmental organizations with planning and execution across the eight mission areas of CBRNE Threats. Successfully prepared and deployed the WCT in support of the Defense CBRNE Response Force; Maintained the WCT in a high readiness posture; Developed and maintained the WCT's technical and warfighting proficiency. Responsible for the discipline, welfare, and morale of 17 personnel consisting of Officers, NCOs, Soldiers and one civilian.

Chief of Chemical, Biological, Radiological and Nuclear (CBRN) Section for Combined Joint Task Force - Operation Inherent Resolve (CJTF-OIR) a three-star expeditionary forward deployed command and control headquarters responsible for Combined Joint Operations Area Iraq and Syria. Successfully advised the Command CJTF-OIR on CBRN Threat assessments, the acquisition, fielding, and employment of CBRN assets within the CJOA. Successfully assisted the Commander and his subordinates in protecting, detering, and defending against enemy Chemical Weapons (CW) threats to US Forces and Coalition personnel. Routinely engaged with DoS, CENTCOM, ARCENT SOCCENT, DIA, NGIC, DTRA, ECBC, 20th CBRN Command and OSC-I to collaborate on CBRN related issues and initiatives.

Chief of Plans, CJ-33 Current Operations Division, CJTF-OPERATION INHERENT RESOLVE (USARCENT); forward deployed at Camp Arifjan, Kuwait. Conducted near-term and Crisis Action planning and coordination for all operations within the CJTF-OIR CJOA (Iraq and Syria). Responsible for receiving, staffing, reviewing and publishing all CJTF-OIR Orders, FRAGOs, and Command Messages. Successfully and strategically directed the execution of CJTF-OIR daily participation in the CENTCOM CG's Tactical Update Assessment and several CJTFOIR CG updates and VTCs. Successfully assisted the Chief of Operations in coordinating and directing the operations of the CJTF-OIR Combined Joint Operations Center (CJOC) and ensured all CJOC military personnel (US and coalition), civilians and contractors were received correctly, trained and fully integrated into the CJOC and the command.

Deputy Chief of Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) / Operational Protection Division for the United States Army Central Headquarters spanning 21 countries throughout the CENTCOM AOR. Successfully directed the Facilitation of CBRNE Title 10 responsibilities in the CENTCOM AOR. Coordinated with CENTCOM, HQDA, Dept of State and Other Government Agency's to develop, create and coordinate programs preparing CBRNE forces to deploy, maintain, and enhance their CBRNE capabilities to meet CBRNE and hazardous material missions throughout the AOR. Continually monitored the performance and assisted with policies, programs, and equipment to improve the performance of CBRNE forces. I oversaw the review and management of ARCENT and CENTCOM Plans relating to CBRNE. Strategically, coordinated and conducted staff assistance visits, CBRNE Country Assessments, CBRNE Theater Security Cooperation Events and information sharing events within the CENTCOM Area of Responsibility. Coordinated CBRNE logistics for forces deploying in support of CENTCOM operations and monitored CBRN equipment and supplies.

Assistant Chief of Staff for Force Protection(FP) and Chemical, Biological, Radiological, and Nuclear (CBRN) Officer for a modular combat division. Responsible for planning, coordinating, integrating and supervising all related training, logistics, and operations for over 8,000 Soldiers and civilians of 1st Infantry Division. Successfully carried out the duties as the principal advisor to the Division Commander and staff on all aspects of force protection, CBRN, Sensitive Site Exploration(SSE) and Weapons of Mass Destruction with Explosives(WMD-E) operations. Also served as the Division Unit Status Reporting Team lead and the principal advisor to the FT Riley Garrison for the Division on CBRN-E related events. As the CBRN/FP officer forward was selected as Senior Liaison Officer and representative for a 2-Star Combatant Commander at the USF-I headquarters. Successfully provided representation for the command in all meetings and discussion, provided oversight, planning and key input to FP technology planning, Hazmat, and CBRN operations and operational oversight and management for 6 Key remote Liaison Offices consisting of 4 Officers and 22 non-commissioned officers, located in 12 sites throughout Iraq and Kuwait.

Chief, CONR CBRNE Division/ Deputy Force Protection Squadron, First Air Force - Air Forces Northern Installations and Mission Support Directorate. Responsible for 32 personnel located at Tyndall AFB, FL and two CBRNE teams located in two remote locations in the Continental United States (CONUS), responsible for advising the Commander, Air Force Forces (COMAFFOR) on CBRNE / Force Protection, installation management, mission support, security, contingency engineering, contracting, and emergency management related issues for more than 12,000 U.S. and Canadian Airmen assigned to two subordinate defense sectors and 10 fighter wings located throughout the CONUS and Canada. Successfully provided focused oversight and operational-level planning, policy, and resources for all CBRNE / force protection -related issues and for managing garrison and contingency installations and mission support activities.

Installation Commander for two forward-deployed US Army Installations in the Republic of Korea, supporting the 2nd Infantry Division, 19th Sustainment Command (E), and USAF, and multiple units from 8th US Army. Responsible for base operations support for Camps Long/Eagle, Eagle Army Heliport, and 8 remote sites. Commanded a workforce of 300 personnel consisting of US and Korean Military, DAC and Korean Nationals responsible for the operations of BASOPS, tactical logistics support facilities, force protection, airfield services, MWR and other quality of life services. Maintained a force protection readiness posture consistent with the Korean Peninsula threat. Executed Noncombatant Evacuation Operations in support of Theater-level contingency plans. Executed COMREL missions with Korean military and civilian counterparts within the Wonju and Pyeongtaek Enclave.

Primary advisor to the commander, United States Army Support Activity Area III, on matters related to war plans, training, security, noncombatant evacuation operations and NBC warfare. Oversaw the installation management, base defense, and emergency operations centers, while supervising the development of all armistice, transition to hostilities and wartime operational plans. Developed and maintained plans for anti-terrorism, force protection, and destructive weather contingencies. Maintained and managed all secure and nonsecure means of communication for the Area III Emergency Operations Center. As liaison, coordinated with ROKA/ROKAF units and the Korean Service Company in support of wartime operations and base defense planning. Planned and established Life Support Areas for logistical support of CONUS units during theater exercises.
