I manage the Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development (IGF)’s Global Mining Tax Initiative. I develop policy and administrative guidance, provide technical assistance and training, lead convening on tax and extractives, and manage partnerships with the OECD, the African Tax Administration Forum, the Asian Development Bank and the Inter-American Center of Tax Administrations.

I provide technical assistance, trainings and applied research in fiscal policy for resource-rich countries developing countries. My primary focus is taxation in the petroleum and mineral industry, with a substantial experience on state-owned oil and mining companies, commodity markets analysis and public financial management. I coordinate technical assistance programs in Guinea, Uganda and Tanzania, and I have provided specific expertise to global and regional trainings on oil, gas and mining sectors governance, in Colombia, Peru, Hungary, the UK, Cameroon, Azerbaijan and Austria. My current research interests include the financial modeling and analysis of oil, gas and mining projects, the impact of volatile commodity markets on tax policy, the issues of transfer mispricing in the mining sector, and the challenges of state owned mining companies.

Based at the Ministry of Mines and Geology and working with international experts on legal and fiscal matters, I advised the government on mining-sector fiscal regimes, legislative reforms and a transparent process to review contracts signed under previous regimes. I also developed modeling tools on various iron ore and bauxite mines, including integrated mines-transport infrastructure.

As an economist and tax policy analyst for the Belgian development agency, supporting the reform of the Mozambican Revenue Authority, I monitored closely the reform of the recently created revenue authority, wrote reports and analytical notes for the Belgian Development Agency, coordinated with other development partners and analyzed budgetary impacts of tax policy and revenue administration for the donors’ Budget Analysis Group.

As a technical advisor in the Vice-President’s Office, I designed technical inputs for the Monitoring & Evaluation of the Burundian Poverty Reduction Strategy, including analysis of household surveys, macroeconomic analysis (real sector, inflation, financial sector and monetary policy, public finance), definition and update of indicators for the PRSP Annual Progress Report. I also worked on the government's macroeconomic framework and provided the IMF with economic data and analysis for the Poverty Reduction and Growth Facility reviews.
