 Coordinate all on-site building operations, maintenance, alterations, cleaning, recycling, safety, environmental, and security activities.  Investigate, determine, and coordinate the need for repairs or enhancement projects.  Analyze and monitor impact on building systems and equipment to determine facility capability in meeting customer needs. Prepare reviews and/or considers lifecycle condition analysis and similar assessments; from those findings, integrates and quantifies requirements into a scope of work for the project.  Prepare specifications for estimates and monitor repairs by Contractors to all items of operating equipment and utilities, including electrical systems, water supply and sewage systems in addition to repairs necessitated by damage to buildings due to fire, storms, and vandalism.

Sasebo, Nagasaki, Japan

 Led the design, scope of work, specification review, and execution of 12 DLA Energy, NAVFAC, and MILCON plans totaling $45 million in improvement projects to include a fuel terminal pier extension.  Directly in charge of 102 Japanese Master Labor Contractors, 3 Chief Petty Officers, 7 Sailors, and 1 USCS through day-to-day operations of 3 Fuel terminals spanning 150+ acres. Led the successful completion of 413 fueling operations totaling 149 million gallons of petroleum products issued to the Seventh Fleet assets via fueling piers, barges, and tank trucks. Zero mishaps or delays.

Coronado, California, United States

 Served seven Echelon IV commands and one echelon III command in 36 buildings across 446,000 sqft with an approximate replacement value of $ 689M.  Oversaw 1000+ emergency and routine service calls to support aging infrastructure within Naval Warfare Group One clamancy.  Field investigated and developed 6 Site Approval Requests for tenant commands in support of special project development requirements to remedy aging infrastructure stopgaps.  Planned and estimated building requirements for a $900M upgrade to the security infrastructure of parent command as well as tenant commands resulting in a must needed security overhaul. Coordinated with Department Heads to develop Site Approval for a very high priority training facility vital to exercising and certifying Special Operation Forces in support of Unified Combatant Commanders. Saved the command $15,000 in labor costs by personally installing 40 X-09 locks to greatly improve antiterrorism and force protection posture.

Bahrain

 Trained all personnel coming to one of the 89 tenant commands located on NSA Bahrain Saved the Navy over $2.5 million by planning, estimating, and purchasing $300,000 worth of equipment to replace a Portal Shield system that cost $3 million.  Spearheaded the planning and estimating of all material needed to install a 24-hour base wide CBR detection system throughout NSA Bahrain. Saved the NSA Bahrain Fire Department $10,000 by planning, estimating, and building training props that greatly enhanced training and evolution capabilities.  Established and enforced Emergency Management Office policy for life-cycle control of hazardous material to include environment safety and health considerations, ensuring compliance with federal and host nation regulations. Managed and trained 12 military members assigned to the Emergency Response Team in all aspects of hazmat to include decontamination and detection equipment. Maintained a $2.5 million budget for the operations and calibration of detection equipment. Handpicked to be manager in Dubai, UAE, for 50 facilities spanning 35 acres on a vital forward operating base, that supported 8 tenant commands. Additionally, training and managing 20 Emergency Response Team members in firefighting, hazmat, and CBR-N to ensure 100% readiness.

 Issued 2400+ work requests and supervised civilian personnel in structured repairs, maintenance and minor constructions projects while at the Naval War College in Newport, RI. Supervise and manage contractors and working with tenants in a four phased relocation plan of offices and material for the $6.3 million renovation of the Naval War College in Newport, RI.  Designed, created, and implemented a Room Management Software to assist in this massive relocation project.
