President of the $900M Global Development Services Division (GDS) and member of Tetra Tech's senior management and operational leadership team. Oversees the operations and P/L of six operating units and 6000+ employees in over 80 countries worldwide, providing professional consulting and program management services.

Leads operations for ~1200 employees and two subsidiary units (DPK, ESI) implementing projects in 40+ countries with total contract value of more than $1 billion for the United States Agency for International Development as well as DOI, DOJ, DOS, WB, EU, and private foundations. Technical sectors ileading projects n environment and natural resources, water resources and infrastructure, agriculture and economic growth, land tenure and democracy, rights & governance.

Managed all aspect of the daily operations of the firm, leading the Senior Management Team in defining strategic direction and growth strategies and management and project teams in the implementation of field operations, including the full project life cycle post-award, overseeing project risk identification, management and mitigation. Served as the primary point of contact between the President and staff, responsible for framing decisions, outlining policy options, and defining recommended actions. Drafted and executed ARDs strategic plan, marketing, and organizational design resulting in new wins of more than $250 million annually.

Core home office position with Tetra Tech ARD providing technical and management oversight of institutional strengthening projects in Guatemala, Colombia and Peru and new business development in the Democracy and Governance Sector.

This US $50 million project, operating in a third of Peru's regions and 1800 municipalities, aimed to deepen the policy and regulatory framework governing decentralization and effect measurable improvements in the performance of the country's regional and municipal governments. The project included a policy component working with Congressional and Executive-branch Ministries. Worked to improve the pace of public expenditure and quality of public investments thru results-based budgeting, administrative simplification and private-sector investment. Modernized state administration thru integrated accounting and financial management, strengthening of internal controls, production of key management information and strategic planning. Strengthened community engagement by fortifying leadership skills of community leaders to effectively engage elected authorities through the institutionalization of a cycle of participatory planning, budgeting, outreach and social control.

This US $17 million project sought to modernize public administration and promote sustainable development in 175 municipal governments through the institutionalization of a cycle of participatory planning, budgeting (with complementary focus on health and environmental management) and social control. Modernized municipal administration, institutionalized integrated financial management systems, administrative simplification, internal controls, etc. Structured Municipal Councils for improved management of institutional responsibilities in legislation, representation and executive oversight. Institutionalized the national Federation of Municipal Associations (FAM) and seven departmental associations to represent the nation’s 314 municipalities. Strengthened public sector service delivery and created a more propitious private investment environment.

Leadership of a US $8 million initiative to modernize the Guatemalan Congress, in the areas of legislation, representation and executive oversight, through the establishment of a Center for Legislative Excellence, to research/draft bills, provide informed analysis to policymakers; conduct budgetary and cost analysis and organization and facilitation of public hearings.. Provided technical assistance to the Executive, Legislative and Judicial branches to amend the Guatemalan Constitution in conformity with the 1996 Peace Accords, submitted for vote to the Congress and subsequently ratified by public referendum. Supported te Office of the Human Rights´ Ombudsman, through the creation of a university-affiliated, expert technical assistance unit to advise the Ombudsman on managing its institutional work load, to design a state-of-the-art case tracking system and to prepare more effectiveeducational/outreach campaigns.

Field supervisor of 2-6-member Internal Audit Teams conducting performance and financial audits of field offices in accordance with Generally Accepted Governmental Auditing Standards. Responsible for all aspects of field management: scheduling, planning, evaluation of financial statements and internal controls, coordination with external auditors, etc. Reported findings directly to the Executive, offering country-specific and systemic recommendations to improve efficiency, effectiveness and economy of agency operations.
