 Provided support the Crypto Unit Modernization which is an ACAT I program with annual budget in excess of $27.5 Mil with the application of Agile Development Software and Scrum methodologies.  Incorporated an agile environment to integrate disparate cyber platforms, existing or evolving systems, infrastructure, mission capabilities, data analytics, and programs to build an interoperable and scalable network of cyber capabilities. Allowed the Cyber Mission Force to be interoperable and interconnected, and to conduct integrated DoD cyberspace domain-planning and execution of the full spectrum of cyberspace operations.

 Developed, established, implemented, and controlled contractual, financial, program schedules, and technical aspects of the Protected Tactical Enterprise System (PTES). PTES is a USAF ACAT IC program with FY17FY26 funding in excess of $500 Mil.  Reviewed and directed the progress of contractors in meeting program cost, schedule and performance objectives. Provided accurate and timely responses to PTES and MCD leadership by the assigned dates using the required format(s).  Represented the organization at executive levels within the Government and to contractor/industry representatives. Participated in conferences and meetings to deliver presentations on project/program status, accomplishments, challenges encountered and anticipated, support requirements, and the integration and advocacy of program and project objectives.  Demonstrated in-depth knowledge of the PTES program, the overarching PATS strategy, and the MILSATCOM mission area. Monitored objectives, evaluate progress, and identify potential problem areas stemming from the weekly PTES System and Systems Architecture (SSA) Working Group. Fort Irwin, California

 Responsible for mentoring, coaching, scheduling and providing logistical support to Army Reserve (USAR) and Army National Guard (ARNG) units. Supporting ten NTC Rotations annually as well as USAR/ARNG units coming to NTC for trainings during off training cycles. Lead a team of seven officers and NCOs responsible for the planning, resourcing, scheduling and coordinating to support over 12,000 Reserve Component personnel that train annually at NTC.  Responsible for the coordination and integration between the Reserve Component Echelon Above Brigade (EAB) Elements, the Active Component (AC), Reserve Component (RC) Maneuver Brigades into rotational training Army Brigades for Combat Training Center (CTC) at Fort Irwin, CA.  Coordinated, planned and executed operations that resulted the most effective and efficient support of units participating in rotational support, Inactive Duty Training (IDT) and Annual Training (AT).  Served as the primary Army Reserve Planner and advisor to rotational Army Reserve (USAR) units supporting NTC rotations.

Fort Hunter Liggett, California

 Served as Deputy Chief, G7/G4. Responsible for planning, coordinating, and executing collective synchronized training events and training/logistics-footprint supports for two major USARC-directed exercises (Warrior Exercise and CSTX - each exercise consists over 100 units and more than 4,000 soldiers). Facilitated the formulation of, prioritization of exercise, non-exercise budgets annually valued at over $12M.  Formulated evaluator, enabler, equipment estimates ISO over hundred personnel. Planned and evaluated training programs for lanes trainers, subject matter expert (SMEs), enablers. During exercises, manage, direct application of evaluators, enablers to scenario, task driven live, virtual, gaming, constructive events.  Responsible for evaluator, enabler life support issues and sustainment before, during and after exercises. Prepare executive summary collective training packages for unit commanders and senior division leadership.

Kabul, Kabul Province, Afghanistan

 Forward deployed as the Operations for the Deputy Commander for Operations-Afghanistan for CENTCOM Contracting Command. Responsible for synchronizing contracting support operations throughout Afghanistan providing strategic and operational mission support and effect-based contracting to the US Forces-Afghanistan (USFOR-A) focusing on Joint and Coalition Forces expansion throughout Afghanistan.  Interfaced and advised USFOR-A, CSTC-A and CJTF-101 supporting Joint Counter Centers consisting of 180 Joint and Civilian Contracting personnel.  Served as the contracting subject matter expert on centralized requirement funding boards: Joint Acquisition Review Board (JARB), Joint Facilities Utilization Board (JFUB), and Commander’s Emergency Response Program (CERP).  Oversighted 13 Regional Contracting Centers (RCCs) throughout Afghanistan to ensure adequate staffing and de-conflicting major problems in order to expedite contracting process.

Los Angeles Afb (Laafb)

 Served as the lead for the development planning for a new GPS M-Code Handheld receiver as part of the Military GPS User Equipment (MGUE) program. MGUE is planned as a USAF ACAT ID program with FY09-FY15 funding in excess of $1B. Responsible for the management and execution of the Military GPS User Equipment (MGUE) handheld program.  Ensured that GPS MGUE handheld equipment meets joint military requirements and served on the staff of the GPS Wing. Deployed in support of Operation Iraqi Freedom (OIF) and Future Force with emerging GPS technology, vehicle/weapons integration, and rapid response for additional quantities.  Coordinated with Air Force agencies and leverages GPS Wing capabilities and funding to ensure technology development is focused to support joint warfighter requirements. Served as Chief, MGUE Handheld working group.

Baghdad, Iraq

 Deployed as Contingency Contracting Officer (CCO) in support of CENTCOM Contracting Command, Bagdad, Iraq. Performed the tasks of a CCO and a Coalition Advisor within the Joint HQ, Ministry of Defense (MoD), Infrastructure and Base Management Branch.  Planned, executed, and escorted an Iraqi Major General on multiple on-site life-support assessments on 13 Iraqi Army Divisions located throughout the country in an effort to make the Iraqi Army becomes logistically self-supporting. This plan was implemented with the installation of 13 food and logistics warehouse storages at 13 Iraqi Army Divisions throughout the country.  Successfully coordinated and executed the seamless transfer of five Coalition Forward Operating Bases over to Iraqi Army units.

Los Alamitos, California

 Maintained 100% accountability for the procurement planning, processing, and execution of all contract requirements in support of both the 63rd Regional Readiness Command (RRC) and the 311th Corps Support Command (COSCOM) with a total Fiscal Year of over $24M.  Assisted the COSCOM Command and staff of all contract activities and legal procedures in obtaining services and supplies. Contracting activities including but not limited to engaging with customers to define requirements and secure funding requirements, drafting/posting solicitations (RFPs), reviewing/evaluating Contractor’s proposals, perform contract awards and working with Contractor/Sub-Contractor until contract completion, document Contractor’s performance review on Contractor Performance Assessment Reporting System (CPARS), and perform contract closeouts.  Assisted the COSCOM Corps Contract Center Chief in organizational development and training of qualified personnel within the 311th Corps Contract Center. Successfully maintained acquisition records, schedule acquisition schools, and executes on the job training with DOC’s. Responsible for all contract activities throughout the 311th COSCOM Command ensuring compliance with FAR, and DFAR.

 Managed various assigned projects including full technical review of field and lab reports, review of invoices and preparation of change orders as needed.  Performed Geotechnical subsurface investigations including preparing proposals, performing field sampling, assigning lab test results, reviewing and analyzing of lab test results, performance of design calculations, and preparation of the final reports. Supervised a team of five technicians on a daily basis and performed the QA/QC for a various non-destructive tests on commercial/historical buildings and structures.
